More than 11 years after the 9/11 attacks and 10 years after the October 2002 Bali bombings, the need for a comprehensive assessment of what the countries in Southeast Asia have achieved is overdue. We need to consider whether the strategies against both the domestic and transnational terrorist and extremist threat have been appropriate and have yielded desired results. The aim of this book is to make a comprehensive assessment of the threats of terrorism and extremism in the region and of the policies and practices adopted by the regional countries to counter the same. It is also necessary to evaluate if the region has become a safer place after the decade-long fight. Most importantly, it is time to ask if we need a rethink or develop a new strategy to contain and manage the threats of terrorism and extremism.

Building on prior RAND research analyzing the motives, drivers, and capabilities of the principal extremist groups operating in the Philippines, southern Thailand, and Indonesia, this study examined the historical roots of militancy in these countries, the development and perpetuation of extremist ideological frameworks, and national and international government response efforts.
This timely work examines the scale and root causes of terrorism across Southeast Asia, including the role of al-Qaeda's ascendancy in the region. It begins with an overview of the analytical and theoretical framework for discussing the subject. Individual chapters then examine terrorist activities from both functional and country-specific perspectives. The book traces fundamental linkages between terrorism and security issues, such as illegal immigration, narcotics trafficking, and other criminal activity. In addition, it considers the issue of convergence - the growing connection between criminal groups and terrorism, and how this may facilitate future violence. What has it meant to be labeled the "second-front" in the "global war on terror"? Have Southeast Asian states accepted that the primary threat their countries face is Al-Qaeda-inspired terrorist violence, or are other security concerns deemed more pressing? This study investigates threat perceptions in four Southeast Asian countries: Indonesia, Malaysia, the Philippines, and Singapore. It probes the extent to which their security concerns align with those of Washington, together with their preferred means for dealing with the phenomenon of terrorist violence. The central findings are that, in all four countries, the U.S. counterterrorist security agenda has shaped security perceptions as well as security behavior, though to a greater extent in the Philippines and Singapore than in Indonesia and Malaysia. However, the most important effect in Southeast Asia of this change in the U.S. security priority after 9/11 has been sociopolitical in nature, even where an individual government might not perceive the threat from terrorism to be the major security challenge that it faces. In each of the four states, involvement in the U.S. decision to give overwhelming attention to counterterrorist action has sharpened the focus on long-standing security concerns, especially those connected with the security of the political regime or unity of society. In sum, these countries' domestic concerns interact in complex and subtle ways with their security relationship with the United States, as well as affecting the methods that the individual governments have used to deal with actual or potential terrorist violence inside their countries.

In recent years, a steady stream of reportage and commentary has spotlighted a dangerous "Islamist threat" in Southeast Asia. This study, by contrast, offers a very different account. In descriptive terms, this study suggests that such an alarmist picture is highly overdrawn, and it traces instead a pattern of marked decline, demobilization, and disentanglement from state power in recent years for Islamist forces in Southeast Asia. This trend is evident both in the disappointments experienced in recent years by previously ascendant Islamist forces in Indonesia and Malaysia, and in the diminished position of Muslim power brokers in southern Thailand and the Philippines after more than a decade of cooperation with non-Muslim politicians in Manila and Bangkok. In explanatory terms, moreover, this study shows the significance of social and political context. A fuller appreciation of aggression by anti-Islamists and non-Muslims, and of the insecurity, weakness, and fractiousness of Islamist forces themselves, helps to explain the nature, extent, and limitations of Islamist violence, aggression, and assertiveness. This overarching alternative framework not only provides a very different explanation for the "Islamist threat" in Southeast Asia, but also suggests very different policy implications from those offered by specialists on terrorism working on the region.
The purpose of this book, written by Indonesia’s former Minister of Defence, is to identify a growing terrorism threat and explain a region’s response to that threat. The threat of terrorism in Southeast Asia has been on the rise for decades and is often overlooked and understudied within the global context. While the book is titled “Our Eyes: Counter Terrorism Intelligence Network”, after the region’s response, more time is dedicated to detailing the various aspects of the region’s terrorism threat. By using a historical and process tracing perspective, the book describes the origins of modern radical Islamic terrorism and its spread to Southeast Asia as well as the threat’s current state and future outlook. Once the region’s terrorism threat is fully described and outlined then the region’s response can be better explained and understood.
