India is a fast developing economy whose natural resource base, comprising land and water supporting agricultural production, are not only under enormous stress, but also complex and not amenable to a uniform strategy. This book addresses strategies for food security and sustainable agriculture in India, including lessons to be learned in other developing economies across the world.
Due to many challenges (i.e. climate change, energy, water and land shortage, high demands on food, land grabbing, etc.), agriculture production potential is expected to be seriously affected; thus, increasing food insecurity and hunger in many already affected regions (especially in Africa). In this context, sustainable agriculture is highly recommended as an eco-system approach where soil, water, plants, environment and living organisms live in harmony. Innovative technologies and research should be developed to ensure sustainable agriculture and productivity using modern irrigation systems, improved varieties, improved soil quality, etc. In the meantime, the preservation of natural environment should be based on resource conservation technologies and best management practices. Sustainable Agricultural Development, not only raises the serious ethical and social issues underlying these huge environmental problems, but also aims at presenting successful experiences from all over the world in relation with sustainable farming, sustainable management of water and land resources, and innovative processes in livestock production. It also aims at providing inputs to decision making processes and encouraging the transfer of relevant know-how, technologies and expertise to different countries where similar agro-climatic conditions may exist; thus saving precious resources and promoting sustainable agricultural development as a relevant approach to tackle the food security challenge. Finally, this book focuses on the paradigmatic and policy dimensions and call for an innovative approach by analyzing the key themes in a complex and interrelated manner.
In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. Globalization can also have a profound impact on the water sector – in terms of allocation and use of water – and thus on food security as well. Other global change processes, particularly climate change, are also likely to have far-reaching impacts on water and food security, and societies around the world. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

Increasing understanding of the role that secure water resources tenure plays in ensuring sustainable livelihoods, just resource governance, environmental protection, and sustainable economic development has led FAO to re-kindle the debate that had begun in 2012, when the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) were adopted by FAO, and that had culminated in 2016 with the publication of the FAO seminal study “Exploring the concept of water tenure”. Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.
