By the close of the 19th century, the United States was no longer a continental power, but had become a nation with interests that spanned the globe from the Caribbean to China. Consequently, the country faced a new set of strategic concerns, ranging from enforcing the Monroe Doctrine to defending the Philippines. As a result of the United States' new geostrategic environment, the armed services had to establish a system for the creation of war plans to defend the country's interests against possible foreign aggression. A Joint Army and Navy Board, established in 1903, ordered the creation of war plans to deal with real and potential threats to American security. Each major country was assigned a colour: Germany was Black, Great Britain Red, Japan Orange, Mexico Green and China Yellow. War plans were then devised in case Washington decided to use force against these or other powers.

Based on twenty years of research in formerly secret archives, this book reveals for the first time the full significance of War Plan Orange—the U.S. Navy's strategy to defeat Japan, formulated over the forty years prior to World War II.
Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. Before the First World War, the British Admiralty conceived a plan to win rapid victory in the event of war with Germany-economic warfare on an unprecedented scale.This secret strategy called for the state to exploit Britain's effective monopolies in banking, communications, and shipping-the essential infrastructure underpinning global trade-to create a controlled implosion of the world economic system. In this revisionist account, Nicholas Lambert shows in lively detail how naval planners persuaded the British political leadership that systematic disruption of the global economy could bring about German military paralysis. After the outbreak of hostilities, the government shied away from full implementation upon realizing the extent of likely collateral damage-political, social, economic, and diplomatic-to both Britain and neutral countries. Woodrow Wilson in particular bristled at British restrictions on trade. A new, less disruptive approach to economic coercion was hastily improvised. The result was the blockade, ostensibly intended to starve Germany. It proved largely ineffective because of the massive political influence of economic interests on national ambitions and the continued interdependencies of all countries upon the smooth functioning of the global trading system. Lambert's interpretation entirely overturns the conventional understanding of British strategy in the early part of the First World War and underscores the importance in any analysis of strategic policy of understanding Clausewitz's "political conditions of war."

It had to create a fleet capable of the unprecedented feat of fighting and winning far from home, without existing bases, in the face of an enemy with numerous bases fighting in his own waters. Much of the credit for the transformation should go to the war gaming conducted at the U.S. Naval War College. Conversely, as we face further demands for transformation, the inter-war experience at the War College offers valuable guidance as to what works, and why, and how."
After the Great War, there was much debate in the USA whether the country should isolate itself from ‘old world’ conflicts or follow an imperialist path and become the world’s only superpower. If the USA was to become a superpower, then conflict with Great Britain might result. Consequently, the US drew up War Plan Red. This was a scheme for the USA to invade Canada and the Caribbean which would draw the Royal Navy into North American waters where it would be destroyed. Without the Royal Navy, the rest of the British Empire would be vulnerable to American attacks. It became clear, however, as the decade wore on, that the Imperialists were not going to gain a clear-cut victory, so other means of achieving their aims would be needed. In 1939 the American military establishment created an intelligence-gathering machine within their Embassy in London under the Ambassadorship of Joseph Patrick Kennedy. Then in spring 1941, a small group of US Army officers traveled to Britain to plan for Anglo-American cooperation should the United States became involved in the Second World War. This was the US Army Special Observer Group, or SPOBS as it was commonly known. It is questionable whether the Military Attachés and SPOBS activities were ‘spying’, for they were operating – at least in the early days – with the full permission and knowledge of the British Government. Their intelligence-gathering activities spread out as far as the Middle East, Africa, South America, Russia and Asia – far beyond the terms of the original brief. It did not cease with the outbreak of peace – the advent of the Cold War between East and West brought forth a whole new range of subterfuge and behind-the-scenes activities by the CIA. So, were the Americans allies or spies? Certainly, the SPOBS bled Great Britain white of data and information, sending it all back to the War Department in Washington under the guise of helping. It was also a blueprint that America used in one form or another to ‘encourage’ regime change around the world through the seventy years or so after the Second World War and which continues to this day.
