Taiwan has a special status for the United States, as both a leading high-technology economic partner and a place of political and security concern. The authors look at both the quantitative and qualitative evidence on the potential effects of a US-Taiwan free trade agreement (FTA), both for maximizing US economic benefits and for securing a prosperous and secure future for Taiwan. Their analysis indicates that the direct economic benefits of a prospective FTA would be modest and that the FTA could be most valuable to the United States if it leads Taiwan toward greater regional integration.

Noneconomic considerations for bilateral or regional trade agreements can be notoriously difficult to measure. In the case of US-Taiwan relations, one common factor defines the two countries' security alliance: China. In this policy brief, we discuss a new metric we recently developed that uses Chinese propaganda as a gauge of noneconomic factors underlying the interest in closer bilateral trade ties between the United States and Taiwan. Our findings indicate a closer security alliance between the United States and Taiwan, shedding light on a noneconomic factor in favor of a free agreement between the two economies.

Relations across the Taiwan Strait were unstable for decades before May 2008. Several acknowledged "crises" raised the possibility of war between China and the US and/or Taiwan and at times political disputes wracked the US-Taiwan relationship. Nevertheless, the Taiwan Relations Act (TRA) of 1979 helped maintain peace by deterring coercive actions by China against the island.

After several years of negotiations, Taiwan joined the World Trade Organization (WTO), the international organization that sets rules for most international trade, on January 1, 2002. China fought to allow Taiwan to join the WTO only as a "separate customs territory" and only after China obtained membership (which it did in December 2001). Trade and investment relations between China and Taiwan have boomed in recent years; China has replaced the United States as Taiwan's export market. However, political tensions between China and Taiwan remain high. In an effort to further boost U.S.-Taiwan economic ties (and to lessen Taiwan2s growing economic dependency on the mainland), some Members of Congress have indicated support for a U.S.-Taiwan free trade agreement (FTA). This report will be updated as events warrant.

The history of the world trading system and international trade agreements is characterised by shifts between bilateralism, regionalism and multilateralism. Bilateralism has recently returned, having gained momentum following the failed WTO negotiations at the 1999 Seattle Ministerial Conference. The result is that today's international trade rules are now a complex web of instruments and agreements. This volume contains case studies of selected bilateral and regional free trade agreements (FTAs), covering a wide range of countries, regions and key issues such as intellectual property and agriculture. Authored by leading scholars, practitioners and governmental officials, each case study provides a comprehensive review of the negotiating history and result of the selected agreement. Each study can serve as an in-depth examination of a particular FTA, and the group of case studies can be used to compare and contrast the coverage of different FTAs or to examine the FTAs signed by a particular country.
