This is the 42nd volume in the Occasional Paper series of the U.S. Air Force Institute for National Security Studies (INSS). This volume presents two important papers on United States military space. The first paper, "What is Spacepower and Does It Constitute a Revolution in Military Affairs?", examines the concept of "spacepower" as it is emerging within the U.S. military and business sectors to establish the basis for military space roles and implications. It also posits military-commercial sector linkages as the best near-term road map for future development. As commercial activities expand the importance of United States space, and as technological advances enable military missions, Hays sees expanded military roles, including space weaponization, on the horizon. He concludes that military space has already had a significant impact on the American way of war. That trend will only continue as the promise of a true space-led revolution in military affairs awaits eventual space weaponization. Given an increasingly important U.S. commercial and military presence in space, the second paper, "Space-Related Arms Control and Regulation to 2015: Precedents and Prospects," presents a detailed analysis of existing regulations and controls that constrain and shape military space use and development. It also presents a comprehensive examination of current and future issues that will define likely arenas of international efforts to further control military space. The United States must be very aware of the possible consequences for its overall commercial and military space efforts in addressing these issues. Finally, the paper suggests areas where some current regulatory emphasis could benefit the United States, indicating areas for current policy emphasis. Together, the two papers provide a timely and important examination of the current state and the likely future of United States military space.

This publication answers why spacepower is vital for our Nation, how military spacepower is employed, who military space forces are, and what military space forces value. In short, this capstone document is the foundation of our professional body of knowledge as we forge an independent military Service committed to space operations. Like all doctrine, the SCP remains subject to the policies and strategies that govern its employment. Military spacepower has deterrent and coercive capacities - it provides independent options for National and Joint leadership but achieves its greatest potential when integrated with other forms of military power. As we grow spacepower theory and doctrine, we must do so in a way that fosters greater integration with the Air Force, Army, Navy, Marine Corps, and Coast Guard. It is only by achieving true integration and interdependence that we can hope to unlock spacepower's full potential.

The United States Space Force, An Introduction - Key Concepts and Overall ProgressionSpace-based capabilities provide integral support to military, commercial, and civilian applications. Longstanding technological and cost barriers to space are falling, enabling more countries and commercial firms to participate in satellite construction, space launch, space exploration, and human spaceflight. Although these advancements are creating new opportunities, new risks for space-enabled services have emerged. Having seen the benefits of space-enabled operations, some foreign governments are developing capabilities that threaten others' ability to use space.The Derpartment of Defense proposes to establish, in Fiscal Year 2020, a United States Space Force as a separate branch of the Armed Forces within the Department of the Air Force. If authorized, the Secretary of the Air Force will be responsible for organizing, training, and equipping two separate and distinct Military Services: the United States Space Force and the United States Air Force. A uniformed 4-star Chief of Staff of the Space Force would serve as a member of the Joint Chiefs of Staff. A new Under Secretary for Space would provide dedicated civilian supervision of the Space Force.The U.S. military must posture itself to assure freedom of operation in space, to deter attacks, and, when necessary, to defeat adversary space and counterspace threats to the national security interests of the United States and its allies and partners.
The influence of space power pervades almost every sphere and level of human existence, from politics to military affairs to commercial activities to cultural mind-sets. Yet there is little to be found today in the way of coherent space power doctrine and strategy, particularly in national security circles. To what extent do our national interests rely on space? How shall we defend our interests in space and how shall we deny our adversaries the benefits of space power in time of conflict? How can we control and exploit the space environment? How can we effectively wield space power against the full spectrum of threats -- from the lone terrorist to global peer competitors? The United States military space program began at the end of World War II when a few people realized that space flight was now achievable and could be employed to military advantage. Science and technology in the form of advanced radar, jet propulsion, ballistic rockets such as the V-2, and nuclear energy had dramatically altered the nature of war. Army Air Forces Commanding General Henry H. "Hap" Arnold wrote in November 1945 that a space ship "is all but practicable today" and could be built "within the foreseeable future." The following month the Air Force Scientific Advisory Group concluded that long-range rockets were technically feasible and that satellites were a "definite possibility." The U.S. Navy also expressed interest in space flight. In November 1945 the Navy Bureau of Aeronautics produced a satellite report, and, on March 7, 1946 proposed an interservice space program. The idea was presented to the joint Army-Navy Aeronautical Board on April 9. Major General Curtis E. LeMay, the Director of Research and Development for the Army Air Forces, however, viewed space operations as an exclusive Air Force domain, and he ordered an independent study.
