To chart this important terrain, this incisive book contributes to scholarship by investigating UN-ASEAN policy coordination in the case of trafficking in persons (TIP).
In 2016, the United Nations (UN) General Assembly and the UN Security Council respectively adopted resolutions on the review of the UN peacebuilding architecture, and the concept of 'sustaining peace' was formally presented. Since then, the 'sustaining peace' agenda has gradually become the core strategy of the peace cause of the UN. The agenda for sustaining peace emphasizes capacity-building for conflict prevention at the regional level.Faced with the escalation of the international security challenge, regional organizations are increasingly playing a prominent role. They have become important participants in the international peace and security agenda by enhancing cooperation with the UN. The Association of Southeast Asian Nations (ASEAN), as the centre of regional cooperation processes in the Asia-Pacific, established a series of norms and instruments related to conflict prevention. This book intends to promote discussions on linking conflict prevention and/or preventive diplomacy activities in the region with the sustaining peace agenda promoted by both the ASEAN on a regional scale and the UN on a global scale.In a collaboration between the ASEAN Institute for Peace and Reconciliation (ASEAN-IPR) and China Foreign Affairs University (CFAU), the book provides discussions from the perspective of both Chinese as well as ASEAN scholars on traditional, as well as emerging, topics on sustaining peace, as well as conflict prevention, conflict management, and conflict resolution.
War, famine, poverty, organized crime, environmental catastrophes, refugees, epidemics and pandemics, modern slavery – all these affect people in the non-Western world to an increasingly disproportionate extent. It is also where wealthy governments wield economic leverage and military force to renegotiate existing norms of international relations. Under these circumstances, it is difficult to overestimate the importance and urgency of comprehending the mechanisms and motivations driving these phenomena. This book is the outcome of a decade-long effort to advance both theoretical and empirical understanding of what motivates non-Western governments’ decisions to cooperate/not cooperate regionally. It starts by acknowledging the Western-centrism of prevailing international relations theories, abandoning deeply entrenched assumptions regarding the nature and roles of states, and redefining state weakness. The inquiry continues by elaborating this new concept and applying it to Southeast Asian polities while positing that it creates governments vulnerable to internal and external threats, in line with Joel S. Migdal’s well-known findings on the topic. A set of regional cooperation strategies is then inferred, based on the survival needs of insecure governing elites and its empirical validity is tested against the experience of regional organizations in Africa, Asia, and the Americas. The second part of the book provides an in-depth examination of how Southeast Asian governments’ shared security needs and interests shaped the emergence of the identified regional cooperation pattern and its evolution over 50 years of cooperation within the Association of Southeast Asian Nations (ASEAN). Overall, this book is a call to international relations scholars to do our part in understanding non-Western experiences and making a substantive contribution to addressing humanity’s most intractable security threats.

This book shows how small countries use "big" diplomacy to advance national interests and global agendas – from issues of peace and security (the South China Sea and nuclearization in Korea) and human rights (decolonization) to development (landlocked and least developed countries) and environment (hydropower development). Using the case of Laos, it explores how a small landlocked developing state maneuvered among the big players and championed causes of international concern at three of the world’s important global institutions – the United Nations (UN), the Association of Southeast Asian Nations (ASEAN) and the Mekong River Commission (MRC). Recounting the geographical and historical origins behind Laos’ diplomacy, this book traces the journey of the country, surrounded by its five larger neighbors China, Thailand, Vietnam, Myanmar and Cambodia, and influenced by superpower rivalries, from the Cold War to the post-Cold War eras. The book is written from an integrated perspective of a French-educated Lao diplomat with over 40 years of experience in various senior roles in the Lao government, leading major groups and committees at the UN and ASEAN; and the theoretical knowledge and experience of an American-trained Lao political scientist and international civil servant who has worked for the Lao government and the international secretariats of the UN and MRC. These different perspectives bridge not only the theory-practice divide but also the government insider-outsider schism. The book concludes with "seven rules for small state diplomacy" that should prove useful for diplomats, statespersons, policymakers and international civil servants alike.
