Excerpt from Twentieth Biennial Report of the State Highway and Public Works Commission of North Carolina, 1953-1954 The Rural Primary Highway System, on January 1, 1954, was composed of miles, more than 98% of which had been hard surfaced, being originally designed to handle the major flow of rural and interurban traffic. This System, though com prising less than 16% of our total road and street mileage, carries more than half of the combined rural and urban traffic in the entire State. The Rural Secondary, or County Road System was composed Of 54, 970 miles of roads; 20, 552 miles Of which were hard sur faced, and 34, 418 miles Of lower type, but generally stabilized and maintained for all weather service.
