This book presents essays inspired by an October, 1988, conference on recent changes in the relationship between public policy and higher education. The essays appear in five sections, the first of which, titled "Looking Backward: The Historical Context of Public Policy and Higher Education," serves as a retrospective and prospective examination of the relationship between public policy and the higher education sector. The section contains three papers, by Francis Keppel, David Breneman and Maxine Greene, respectively. Section ii, "The Tenuous Connection: Public Policy and Higher Education Quality," addresses recent increases in federal and state funding of higher education and the attendant quality and accountability issues. Contributors to this section are Gordon Davies, Amy Gutmann, and Denis Doyle.
