In the last quarter century the Soviet Union and the United States have repeatedly come into conflict in various parts of the third world. During this period the most backward third world countries have sometimes proved susceptible to radical revolution, but the countries well on the way to industrialization have moved away from left-wing economic and political policies. In the longer perspective the West has been winning the struggle for the third world. The changes in those countries have been the subject of intense published debate in the Soviet Union—debate on Marxist concepts of the stages of history, on theories of economic development and revolutionary strategy, and on foreign policy. Jerry F. Hough explores the breakup of the orthodox Stalinist position on these issues and the evolution of free-swinging discussion about them. He suggests that, paradoxically, many of the old Stalinist ideas retain their strongest hold in the United States, which has not fully recognized its victory in the third world and the importance of the West's great economic power. The United States too often assumes that radical regimes will inevitably follow the Soviet path of development and that the nature of a regime determines the nature of its foreign policy. Because of these misperceptions, Hough argues the United States misses many opportunities in the third world. It emphasizes military power, even to the extent of undermining its crucial economic power, and it fails to offer the face-saving gestures that would permit Soviet retreats. Hough presents a prescription for an American policy better suited to the new realities in the third world and to the changing Soviet attitude toward them.
After a history of funding environmentally costly megaprojects, the World Bank now claims that it is trying to become a leading force for sustainable development. For more than a decade, nongovernmental organizations (NGOs) and grassroots movements have formed transnational coalitions to reform the World Bank and the governments that it funds. The Struggle for Accountability assesses the efforts of these groups to make the World Bank more publicly accountable. The book is organized into four parts. Part I describes the NGOs and grassroots movements that are the book's central focus. Part II presents case studies of four projects that provoked the emergence of transnational advocacy coalitions: Indonesia's Kedung Ombo dam, the Mt. Apo geothermal plant in the Philippines, Brazil's Planaforo Amazon development project, and the remarkable campaign of Ecuador's indigenous people to influence national economic policy that led to their participation in the design of a development loan. Part III looks at the origins and politics of reform in four areas of broader World Bank policy: the rights of indigenous peoples, involuntary resettlement, water resources, and the World Bank's institutional reforms that are supposed to encourage public accountability. Tracing the development of communication markets and the regulation of international communications from the 1840s through World War I, Jill Hills examines the political, technological, and economic forces at work during the formative century of global communication. Hills analyzes power relations within the arena of global communications from the inception of the telegraph through the successive technologies of submarine telegraph cables, ship-to-shore wireless, broadcast radio, shortwave wireless, the telephone, and movies with sound. As she shows, global communication began to overtake transportation as an economic, political, and social force after the inception of the telegraph, which shifted communications from national to international. From that point on, information was a commodity and ownership of the communications infrastructure became valuable as the means of distributing information. The struggle for control of that infrastructure occurred in part because British control of communications hindered the growing economic power of the United States. Hills outlines the technological advancements and regulations that allowed the United States to challenge British hegemony and enter the global communications market. She demonstrates that control of global communication was part of a complex web of relations between and within the government and corporations of Britain and the United States. Detailing the interplay between American federal regulation and economic power, Hills shows how these forces shaped communications technologies and illuminates the contemporary systems of power in global communications.
