How is it possible not to feel profoundly despondent on seeing your attitude? Trifles and futilities must be put aside; every effort must be made to become, as soon as possible, stronger than the enemy, to maintain our squadron in perfect order, and not to amuse ourselves with ceaseless attempts to perfect apparatus of quite secondary importance to our ships.
