Through the use of an anonymous survey, the Brookings Institution canvassed the views of four sets of stakeholders in the nuclear community: commercial nuclear industry entities, including reactor vendors, enrichment and reprocessing service providers, and nuclear-power utilities; trade associations; government agencies; and nuclear regulators. The surveys sought to investigate these respondents' perspectives on the weaknesses of the existing non-proliferation regime, the challenges to the regime of an expansion in nuclear power, and role of industry in strengthening the regime. It followed up by asking respondents to evaluate the effectiveness and feasibility of ten multinational or multilateral approaches (MNAs) to varying aspects of the nuclear fuel cycle, and six proposals on industry self-regulation and internal corporate compliance mechanisms.
