Starting on May 26, 2020, the state of Minnesota assisted in the response to the civil unrest occurring in Minneapolis and Saint Paul. Minnesota State Law Enforcement Agencies, including the Minnesota State Patrol, Minnesota Department of Natural Resources Law Enforcement Division, and other agencies, along with the Minnesota National Guard were called upon by the governor to provide services outside of their specific jurisdiction and training. The Department of Public Safety contracted with Wilder Research to objectively evaluate what the State did; identify actions and options that may have produced different, or better, outcomes; and provide recommendations to the Commissioner of the Department of Public Safety to assist the State and local governmental units in responding effectively to potential periods of future regional or statewide civil unrest.
