Excerpt from The Journal of the House of Representatives, Vol. 2: James Madison Administration, 1809-1817; Fourteenth Congress, Second Session, December, 1816-March, 1817 In directing the legislative attention to the state of the finances, it is a subject of great gratification to find, that, even within the short period which has elapsed since the return of peace, the revenue has far exceeded all the current demands upon the treasury, and that, under any robable diminution of its future annual products, w ich the vicissitudel of commerce may occasion, it will afl'ord an ample fund for the efl'ectual and early extinguishment of the public debt. It has been estimated, that du rin the year 1816, the actual receipts of revenue at e treasury, including the balance at the com mencement of the year, and excluding the pro ceeds of loans and treasury notes, will amount to about the sum of forty-seven millions of dollars; that during the same year, the actual ments at the Treasurv, including the payment ofathe arrear ages of the War Department, as well as the pay ment of a considerable excess, beyond the annual appropriations, will amount to about thirty-eight millions of dollars; and that, conse quently, at the close of the year, there will be a su lus in the treasury of about the sum of nine mil ions of dollars.
