"NATO structure has undergone various changes since the ratification of the alliance in 1949. Following WWII, the need for a strong, allied Western Europe was necessary to prevent further expansion and influence from the Soviet Union as the Cold War began. US military strategy at this time saw the need for a large number of US forces to support European allies from Soviet expansion. During the Cold War, US and European allies were facing contention over the number of US troops in Europe, burden sharing of security, and leadership over allied forces. The cost of keeping many forces in Europe and a reluctance to fully share military technology, intelligence, and equipment with allied nations waned on both the US domestically and allied partner nations. Following the Cold War, the US withdrew many of their forces and focused on simultaneously supporting the expansion of NATO, specifically towards Central and Eastern Europe. This allowed a US forward presence to remain but allowed new member nations to fill the void left behind from its Cold War peak. During this time the US began to share and hand over military commands to other partner nations. This restructure in the 1990s resulted in a narrower command structure and new military strategies. These strategies followed the premise that NATOs military units from partner nations are separable but not separate. This allows and set the precedence for the US military to operate independently or with other NATO member's militaries when conducting NATO operations. In order to bridge the various military units across their membership, NATO began to conduct exercises and update strategy to focus on shared equipment and doctrine amongst members. By the end of restructuring in the 1990s, NATO had forged shared responsibility and made progress towards shared, streamlined military leadership, but the US still ensured a forward-reaching presence and control over military operations."--Abstract.

The book systematically analyses the relationship and interaction between rules of engagement (ROE) and the legal framework regulating armed conflicts, both at the international and national levels. At the international level, the relationship between ROE and human rights law and international humanitarian law is explored. At the national level, the book relates ROE to (comparative) criminal law. A separate chapter analyses the complex relationship between self-defence law and rules of engagement. Gender equality is increasingly seen as the antidote to conflict, a key factor in achieving stability. While feminist activism inspired the emergence of these norms on gender and conflict, they were institutionalized through the Women, Peace and Security (WPS) agenda, with the military at the forefront of those changes. In Deploying Feminism, Stéfanie von Hlatky tells the story of how the military has been delegated authority to advance gender equality as part of their activities, while simultaneously tackling increasingly complex threats. Drawing upon fieldwork and interviews, she illustrates how NATO, the world's foremost alliance, has even embedded these ideas in the planning and execution of its missions. For troops deployed on NATO missions, this often means seeking out women in their operating area to improve intelligence gathering activities. While this helps the mission, does it help women and conflict-affected communities? This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. This book examines NATO's engagement with gender issues through its military structures. Drawing on newly declassified NATO documents, this volume provides the first comprehensive account of NATO’s long-established engagement with gender issues. These documents bring to the fore the stories of the NATO women and ‘gendermen’ who have organised within NATO across the decades to advocate on gender issues and highlights the continued challenges to pursuing transformative agendas within resistant institutions. The book argues that NATO is an institution of international hegemonic masculinity, with gender norms and values learned by member and partner states through socialisation and the engagement of a masculinist protection logic. It therefore provides an important context for NATO’s recent implementation of the Women, Peace and Security agenda encapsulated in UN Security Council Resolution 1325 and the seven follow-up resolutions. The volume interrogates how Women, Peace and Security has mapped on to NATO’s pre-existing concerns as a global security actor, providing impetus for further critical knowledge building of NATO which centres on gender.
