"Ibrahim Warde exposes the Bush administration's much ballyhooed, but often duplicitous 'war on terrorist finances' which has nabbed few bad guys, ruined many innocents, frozen little hot money and vastly complicated worldwide banking for the greater glory of a burgeoning American bureaucracy."--Jonathan Randal, author of Osama: The Making of a Terrorist "Ibrahim Warde takes a long overdue skeptical look at the widely held view that money is the 'oxygen' of terrorism. That conclusion has resulted in a financial war on terror launched by the US government that in many cases has produced meager or even counterproductive results. Warde writes with great clarity, and his book is very well reported. It is a welcome addition to a field that has been largely the preserve of alarmists with little interest in the kinds of reporting done by Warde."--Peter Bergen, author of The Osama bin Laden I Know "A pleasure to read ... remarkably informative about a subject that the press seems to have mangled. This ought to have a big impact."--Chalmers Johnson, author Blowback: The Costs and Consequences of American Empire "Is it any wonder that with thinking like this, American policy went adrift in the war on terror, not able to find a solid base on which to move forward?"--Patrick Lloyd Hatcher, author of North Atlantic Civilization at War "A witty, irreverent analysis of the financial 'war on terror' ... A must read for anyone interested in the Middle East and the global economy."--Clement M. Henry, co-author of Globalization and the Politics of Development in the Middle East

On September 11, 2001, 19 terrorists committed the largest and deadliest terrorist attack in the United States of America. The response from the inter-national community, and in particular the US, was swift. President George Bush declared what has commonly been referred to as either the ‘War on Terror’ or the ‘Global War on Terror’ on September 20, 2001. Four days later, he instigated the ‘Financial War on Terrorism’. This book defines and identifies the so-called ‘Financial War on Terrorism’. It provides a critical review of the impact of counter-terrorist financing strategies enacted by both individual jurisdictions and international organisations. Taking a comparative approach, the book highlights the levels of compliance in each selected jurisdiction and organisation with the requirements of the ‘Financial War on Terrorism’. The book analyses measures introduced by the United Nations, including the UN sanctions against terrorists and the operation of its anti-terrorist sanctions committees, and the Recommendations of the Financial Action Task Force. It also reviews the counter-terrorist financing measures of the European Union and the Council of Europe, paying particular attention to the Framework Decisions on Combating Terrorism, the Council Common Positions on Combating Terrorism and the EU Anti-Terrorism Sanctions Regime. The book goes on to review the measures put in place in the US following September 11, 2001. Offering a much-needed legal analysis of the measures enacted under the ‘Financial War on Terrorism’, this book is a valuable resource for those researching in law, terrorism studies, criminal justice, and finance.

In declaring the war against terrorism President George W. Bush also declared war on the financing of terrorism. In this book, bankers, regulators and academics pose a variety of questions from their individual perspectives: What can financial institutions realistically contribute to the suppression of terrorist financing? Can individual rights be protected in these circumstances? These questions are analyzed by experts who come up with some thought-provoking answers.

Following the September 11, 2001, attacks, President Bush quickly decided that the United States' response to that strike must entail all instruments of national power. He was focused on the financial element of fighting the terrorists, targeting their monetary means of waging their terror campaign. On September 23, 2001, he signed Executive Order 13224, "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorists," initiating the Global War on Terrorism using financial instruments of power some three days before the first CIA operatives set foot in Afghanistan. Initial post-9/11 efforts centered on a traditional regulatory money laundering strategy, primarily freezing or seizing terrorist funds. In July 2004, the National Commission on Terrorist Attacks Upon the United States recommended expanding the counter-finance focus to include exploiting intelligence gathered in financial investigations. While pre-9/11 and initial post-9/11 interagency efforts did not include Defense agencies in a significant way, the Department of Defense's (DoD) leading role in the GWOT and ongoing Iraq counterinsurgency and reconstruction missions have sharpened the military's focus on this asymmetric target set. After reviewing traditional U.S. activities to combat terrorist financing, this thesis proposes how the DoD can use threat finance exploitation to meaningfully support the overall effectiveness of U.S. strategy to disrupt terror financing and combat global terrorism. A bibliography of books, congressional testimony, DoD documents, electronic references, Federal Government documents, interviews, journal articles, monographs, newspapers, speeches, strategic documents, and United Nations documents is included.

A New York Times bestseller! Who’s really to blame for America’s catastrophic financial meltdown and devastating national recession? Contrary to what the “Occupy Movement” might tell you, it’s not just greedy Wall Street executives (though they certainly earned their share of scorn). It’s not just failed regulation (even though Washington has failed miserably, both Republicans and Democrats, to protect us). As one of America’s top financial professionals reveals in this shocking new book, the failures of Wall Street and Washington have opened us up to economic warfare, with our foreign enemies exploiting our lurking financial weaknesses. In Secret Weapon, Kevin D. Freeman unveils how all the evidence—including motive, means, and opportunity—points to America’s foreign enemies as deliberately pushing our economy over the brink.

This in-depth, historical analysis of terrorism investigates the major funding streams of terrorists, insurgents, guerrillas, warlords, militias, and criminal organizations throughout the world as well as the efforts of the international community to thwart their efforts. Terrorist financing is an ongoing game of creating, concealing, and surreptitiously utilizing funds. This intriguing book considers every facet of guerrilla funding—from how activities are financed, to what insurgents do with the revenue they generate, to the range of countermeasures in place for deterring their moneymaking activities. Case studies prompt an analysis of past government responses and inform recommendations for countering irregular warfare worldwide. Author Colin P. Clarke presents the business side of terrorism, taking a look at the cash-producing ventures he labels "gray activities" such as diaspora support, charities, fraudulent businesses, front companies, and money laundering as well as "dark activities" including kidnapping for ransom, robbery, smuggling, trafficking, and extortion. He considers the transnational efforts to stop terrorist activities—from wiretaps and electronic surveillance to financial sanctions and the freezing of funds and accounts—and points to the emergence of interagency task forces for detaining and destroying the operations of major criminal organizations across the globe.
