This report summarizes the major findings of a study of 26 California high schools. The study, Paths through High School, was conducted to describe the characteristics of high school curricula in California, how they are determined and how they differ for various groups of students. Chapter 1 describes the state, district, and school levels of curricular policy and decision making in California's educational system. This chapter also describes the decisions that are made at each level and compares statewide characteristics of the schools with those of the schools in the study. In chapter 2, the major state-level policies of graduation and proficiency requirements are addressed. These have clear effects on particular cohorts of students, but do not standardize programs of study. Students therefore can pursue very different paths through high school, as demonstrated by the courses of study of three students in one of the studied schools. The academic, nonacademic, and elective course requirements of the schools studied are compared. Chapter 3 describes each schools' curricular structure whereby students are placed in various instructional cohorts. Each cohort receives a different curriculum, determined by the department-level tracking system. Sample curricular maps from the schools are analyzed. Chapter 4 outlines the processes used to place and monitor students. In chapter 5, the effects of the policies and practices found are compared in terms of the academic programs available to cohorts of students. This framework, centered in the chronological study of history, proposes an integrated and correlated approach to the teaching of history and the social sciences. The framework is structured around three major goals, each comprising several curriculum strands which are to be developed from kindergarten through grade 12. The three goals are: (1) knowledge and cultural understanding; (2) democratic understanding and cultural values; and (3) skills attainment and social participation. The programs for kindergarten through the third grade are: (1) "Learning and Working Now and Long Age"; (2) "A Child's Place in Time and Space"; (3) "People Who Make a Difference"; and (4) "Continuity and Change." State history is taught in the fourth grade. Fifth graders study U.S. history from the pre-Columbian period through 1850. The sixth-grade program is developed around the ancient world to A.D. 500. The medieval and early modern world through 1789 are presented in grade 7, setting the context for the study of U.S. history from 1783 to 1914 in grade 8. The modern world from 1789 to the present is studied in grade 10. Eleventh grade provides an in-depth study of the United States from 1900 to the present. Students choose electives in grade 9 from a variety of courses. The culminating courses are principles of U.S. democracy and economics in grade 12. "This book explores the issues, forces, and personalities that helped shape the California History-Social Science curriculum from 1850 to 2003 with special emphasis on the twentieth century. The primary sources for this study come from pieces of legislation passed by the state legislature and the minutes of the California Curriculum Commission and other governmental committees. There are a series of conclusions drawn by this author. The first one involves the role of the state legislature in using the history curriculum to shape the national identity and collective memory of the state?s students. Second, the decentralized nature of education policy in American history has allowed several different groups opportunities to influence the curriculum.
