Excerpt from Tenement House Legislation in New York, 1852-1900: Prepared for the Tenement House Commission of 1900 Dear Sir. - In accordance with a resolution of the Tenement-House Commission, I beg to submit herewith a history of all laws enacted in New York State from 1852 to the present time, containing provisions in reference to tenement-houses in this city. These laws are to be found in the general building laws of New York and Brooklyn; in the health laws of these cities, in the different tenement-house acts, and also in the charter and in local ordinances. This report does not, of course, include those provisions of the law which have reference to the general powers of the Board of Health and Building Department in relation to buildings in general, but only those which have special reference to tenement-houses; such provisions therefore, as the thickness of walls, character of foundations, method of constructing beams, iron work, etc., will not be found in this report. In preparing the report, I have adopted the plan of classifying the different statutes, with reference to the purpose of their enactment, as "Fire Provisions," "Health Provisions," "Light and Ventilation Provisions," etc. Following the general description of the changes that have taken place in reference to these different subjects, will be found in small type, in each case, the text of the different enactments upon this subject, arranged chronologically. The present law upon each point will also be found in the enactments of 1897 and 1899, and you will find an asterisk placed before these sections indicating this. I have also placed at the end of this report in the form of an appendix, a list of all laws with their exact titles and the dates of their enactment, for purposes of reference.
