Excerpt from Serving the People at Columbia Point Housing Development: A Report and Recommendations In response to a request of the Boston Housing Authority in January 1963, Action for Boston Community Development, Inc. embarked on preparation of a comprehensive program of services for families living in public housing projects and concentrated its focus on the Columbia Point Housing Development. In the ensuing study data were assembled on population and existing services and residents of Columbia Point were interviewed to obtain their views and suggestions. This document reflects their needs and recommends immediate and long-range programs for meeting them. It is implicit in the thinking behind these recommendations that any effort to reduce the problems which create poverty in America must be the responsibility of the entire community. Public housing can and must be developed into a constructive tool for assisting low-income families to overcome some of these problems. Management of housing projects is complicated by the social and health problems of the tenants. Even the most skilled manager cannot separate these problems from his managerial role. In Columbia Point it is clear that there are many services available to the residents. Because of lack of information, lack of communication and coordination, lack of on-the-spot help for crises, however, existing services are not being effectively used.
