Liberia has been influenced by the Ebola crisis since 2014, but the economy is now recovering quickly. Still, significant challenges lie ahead. Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. This book contains a set of papers which explore the subject matter of human and planetary health at various angles The year 2015 was a special year in the field of human and planetary health. In that year, the report, produced by the Rockefeller Foundation and the journal The Lancet, called “Safeguarding human health in the Anthropocene epoch: report of The Rockefeller Foundation-Lancet Commission on planetary health” was launched. Also in 2015, the World Health Organization and the Secretariat of the Convention on Biological Diversity published the report “Connecting global priorities: biodiversity and human health: a state of knowledge review” with over 100 contributors, meant to guide future joint actions. Both documents comprehensively address the need for a better understanding of the connections between human health and ecosystems and the risks associated with damages to the integrity of the planet. The period in which humanity finds itself right now, the Anthropocene, is a risk one since mankind is putting the planet under considerable pressure. These elements have led to the emergence of a new field of research, namely planetary health. Planetary health seeks to address a very concrete and urgent contemporary problem, namely the need to understand, quantify, and act in order to reverse the effects of human population growth and the acceleration of socioeconomic activities on the environment and, inter alia, the disturbances in the Earth's natural ecosystems and how these, in turn, impact human health and well-being. Anthropic disturbances in natural ecosystems are characterized by changes in climate, land use, changes in the nitrogen and phosphorus cycle, chemical pollution of soil, water and air, reduction in the availability of drinking water, loss of biodiversity, destruction of the ozone layer, and ocean acidification, among others. In all these areas, there is a perceived need to document and promote examples of initiatives and good practice, which may change current trends. This book addresses this need. It documents experiences, case studies, and projects which explore the connections between human and planetary health and illustrates examples which show the consequences of ecosystemic disturbances to the health and well-being of humanity, with the emergence of new diseases, worsening of infectious diseases and increase in chronic non-communicable diseases related to the deterioration of the current food system, hyper-urbanization, microbial resistance, climate-led migration and zoonoses, among others. Planetary health is a new effort to deal with the question of sustainability and human life on the planet under an increasingly integrative, transdisciplinary, and global perspective, since the problems of this planetary crisis cross geopolitical borders and academic boundaries and affect humanity as a whole. Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals—universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization—while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.

Achieving this is not always an easy task, because although, Liberia has an enormous amount of good will from donor countries, road projects have remained a daunting undertaking. The stakeholders must come to terms with developing a comprehensive approach to rebuilding the country's transportation network. Studies must be conducted to understand the cost benefit of rebuilding road network throughout the country. Once these studies are completed, a diligent effort to execute a plan must be initiated. For each policy to serve its significance, the various modes of transportation in the country must be harmonized and directed under a governing body, such as the Ministry of Transportation. Within this governing body, there must be a system of checks and balances, ensuring that the interests of the citizens are at the forefront. Several recommendations have been examined: the logistics and talent makeup of the transportation team, authority within the team, tax and toll policies, unification of sectors, and contributions by private investment firms. As Liberians prepare for the next presidential election, the next five years should be used as a timeline to implement and measure success. Finally, a contingency plan outlines basic, yet productive approaches to improve roads immediately, while providing jobs for many of the unemployed.
