In the wake of health and economic crises across the world, solidarity is emerging as both a moral imperative and urgent social goal. This book approaches solidarity as a political good, both a framework of power structures and grounds for moral motivation. The distinct approaches to public goods and social value demonstrate how social connectedness is intricately tied to the distribution of public goods, and the moral commitments that grow out of them. The essays in this book explore different features of the political, moral and civic approaches to solidarity. They offer moral justification for solidarity, grounded in the intrinsic value of social connectedness and epistemic deference; propose structural accounts of solidarity as action against racial oppression, or as an effective non-moral framework; propose to redefine property relations, so as to capture and redistribute property’s social value, and envision public goods as both an instrument of civic relations and as a condition to well-rounded, meaningful human lives. By providing a series of thought-provoking debates about social obligations and justice, the book reestablishes solidarity and public goods as an urgent and timely topic. The chapters in this book were originally published as a special issue of the journal Critical Review of International Social and Political Philosophy.

Policies, such as those on biodiversity and on climate change, promise to create public goods that transcend national borders and generations. Can such policies command popular support across borders? We conduct an economics laboratory experiment run simultaneously and interactively among individuals in Denmark, Spain, and Ghana. The experiment compares private contributions toward a public good that transcends national borders and generations with contributions to a baseline public good that only does one, the other, or neither. Our results show that, in general, when future generations are unaffected by current public good provisions, contributions toward transnational public goods are lower compared to contributions toward national public goods. The effect switches, however, when future generations are affected, suggesting that a focus on future generation impacts may enhance support for transnational public goods.

This book provides a novel account of the public goods dilemma. The author shows how the social contract, in its quest for fairness, actually helps to breed the parasitic 'free riding' it is meant to suppress. He also shows how, in the absence of taxation, many public goods would be provided by spontaneous group co-operation. This would, however, imply some degree of free riding. Unwilling to tolerate such unfairness, co-operating groups would eventually drift from voluntary to compulsory solutions, heedless of the fact that this must bring back free riding with a vengeance. The author argues that the perverse incentives created by the attempt to render public provision assured and fair are a principal cause of the poor functioning of organised society.
