Regular meetings of the board have been held according to law, and we are pleased to congratulate the people of our State upon the general good health which has prevailed during the past two years. Inspections of towns and public buildings have been made by the Secretary each year, and we are pleased to report that improvements are being made in the construction of buildings, and that the sanitary condition of towns is improved. What is very much needed in our State at this time is the inspection of school buildings in the rural districts. School commissioners give very little attention to the comfort of the pupils.
