The purpose of this study was to examine changes in school culture as a function of implementation of Response to Intervention (RTI), a school improvement framework. In addition, the study identified adult concerns related to the RTI implementation process and the degree to which concerns change over time through a comparison of schools that varied in RTI implementation experience. Sixty-two teachers and six principals completed a concerns questionnaire, and a more limited sample of professionals completed additional survey and interview questions, addressing cultural perceptions. Based upon the results of this study, implementers of the Response to Intervention framework reported having a range of concerns that included needing more information about the conceptual and practical underpinnings of this initiative to wanting to refine their efforts on behalf of the school system, effectiveness and continuous improvement. The management of RTI responsibilities such as intervention and collaboration schedules impacted personal commitment to high prioritization of RTI implementation. Professionals who had more experience with RTI implementation evidenced fewer concerns and increased confidence. Based upon further analysis of interview data, the results supported that a range of minimal to significant cultural change was identified within the majority of participant buildings. The more compatible the components of RTI practices were with the existing school culture, the more positive the cultural changes and the greater the acceptance of RTI as an effective school improvement framework.
