This report presents the results of the second residential energy consumption survey. Data on consumption and expenditures are presented for the year April 1979 through March 1980. Tables are also presented which indicate the cost and incidence of major insulation added to U.S. households in 1978 and 1979. The tables are from the final data file that contains imputations for missing data and includes information from the mail questionnaires. In addition to this publication, we are also issuing a report entitled, Residential Energy Consumption Survey: 1978-1980 Consumption and Expenditures, Part II. Regional Data (DOE/ETA-0262/2).This report contains selected tabulations for each of the four Census regions for the period 1978-1980. A public use file containing machine readable data for individual households will also be made available through the National Technical Information Service (NTIS).Included in this report are: a summary of findings showing comparisons in residential energy consumption between the 1978 to 1979 and 1979 to 1980time periods, a description of how the survey was conducted, a statement about the limitations of the data including relative standard errors, a copy of the survey forms, and a glossary. This report was prepared by the Residential and Commercial Data Systems Division, Office of the Consumption Data System, Assistant Administrator for Program Development, Energy Information Administration. The following staff members contributed to this project: Kenneth Vagts--Director, Office of the Consumption Data System; Lynda T. Carlson --Director, Residential and Commercial Data Systems Division; Wendel Thompson --manager of the residential energy consumption surveys; Dwight French and Phillip Windell--statisticians; Leigh Carleton and Vickie Fadeley--table design and generation; Les Whitaker --data processing.

The United States is responsible for nearly one-fifth of the world's energy consumption. Population growth, and the associated growth in housing, commercial floor space, transportation, goods, and services is expected to cause a 0.7 percent annual increase in energy demand for the foreseeable future. The energy used by the commercial and residential sectors represents approximately 40 percent of the nation's total energy consumption, and the share of these two sectors is expected to increase in the future. The Commercial Buildings Energy Consumption Survey (CBECS) and Residential Energy Consumption Survey (RECS) are two major surveys conducted by the Energy Information Administration. The surveys are the most relevant sources of data available to researchers and policy makers on energy consumption in the commercial and residential sectors. Many of the design decisions and operational procedures for the CBECS and RECS were developed in the 1970s and 1980s, and resource limitations during much of the time since then have prevented EIA from making significant changes to the data collections. Effective Tracking of Building Energy Use makes recommendations for redesigning the surveys based on a review of evolving data user needs and an assessment of new developments in relevant survey methods.

This report is a corollary to the report, Residential Energy Consumption Survey: 1979-1980 Consumption and Expenditures, Part I. National Data(including Conservation) (DOE/EIA-0262/l). It presents data on consumption and expenditures by region for the calendar years April 1978 through March 1979 and April 1979 through March 1980. The tables are from the final data file that contains imputations for missing data and includes data from the mailed questionnaires. In addition to this publication, a public use data file containing machine-readable data for individual households will also be made available through the National Technical Information Service (NTIS).Information on the limitations of the data (including relative standard errors), a description of how the survey was conducted, a copy of the survey forms, a glossary of terms, and maps illustrating the Census regions and weather zones are contained in the above report. Additional information on the survey itself, as well as further regional data from April 1978 through March 1979 are contained in the report, Residential Energy Consumption Survey: Consumption and Expenditures, March 1978Through April 1979; DOE/ETA-0207/5.This report was prepared by the Residential and Commercial Data Systems Division, Office of the Consumption Data System, Assistant Administrator for Program Development, Energy Information Administration. The following staff members contributed to this project: Kenneth Vagts--Director, Office of the Consumption Data System; Lynda Carlson --Director, Residential and Commercial Data Systems Division; Wendel Thompson --manager of the residential energy consumption surveys; Dwight French --statistician; Leigh.
