This book addresses the paradox of uneven electricity in one of the fastest growing and now petro rich economies, Ghana, by addressing the question of why one of the most hydro rich countries in sub-Saharan Africa produces irregular access for all but ‘swing’ voter regions of the country. The book questions why targeted rural electricity initiatives over the course of the last two decades have yielded uneven benefits for what is a substantial portion of the country’s population. Using Ghana as an emblematic case-study that speaks to broader regional concerns, including those of Nigeria and South Africa, this book contextualizes the variegated nature of how power sector reforms could not be undertaken without significant political costs. This short open access book investigates the role of renewable energy in East Africa to provide policy-relevant inputs for the achievement of a cost-effective electrification process in the region. For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.
Accelerating development in Sub-Saharan Africa will require massive expansion of access to electricity -- currently reaching only about one-third of households. This paper explores how essential economic development might be reconciled with the need to keep carbon emissions in check. The authors develop a geographically explicit framework and use spatial modeling and cost estimates from recent engineering studies to determine where stand-alone renewable energy generation is a cost effective alternative to centralized grid supply. The results suggest that decentralized renewable energy will likely play an important role in expanding rural energy access. But it will be the lowest cost option for a minority of households in Africa, even when likely cost reductions over the next 20 years are considered. Decentralized renewables are competitive mostly in remote and rural areas, while grid connected supply dominates denser areas where the majority of households reside. These findings underscore the need to de-carbonize the fuel mix for centralized power generation as it expands in Africa.

Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Many initiatives in Africa fail because of the many loopholes in the management structures, which allow corruption, theft, and mere selfishness to thrive.
