Despite rich archives of work on race and the global economy, most notably by scholars of colour and Global South intellectuals, the discipline of Political Economy has largely avoided an honest confrontation with how race works within the domains it studies, not least within markets. Studies of urban neoliberalism have been surprisingly inattentive to gender. Brenda Parker begins to remedy this by looking at the effect of new urbanism, "creative class," and welfare reform discourses on women in Milwaukee, a traditionally progressive city with a strong history of political organizing. Through a feminist partial political economy of place (FPEP) approach, Parker conducts an intersectional analysis of urban politics that simultaneously pays attention to a number of power relations. She argues that in the 1990s and 2000s, the city's business-friendly agenda--although couched in uplifting rhetoric--strengthened existing hierarchies not only in class and race but also in gender. Taking on municipal elites' adoption of Richard Florida's "creative class" thesis, for example, Parker looks at the group Young Professionals of Milwaukee, exposing the way that a "creative careers" focus advances fundamentally masculine values and interests. THE JANUS-FACE OF RACE: REFLEC- TIONS ON ECONOMIC THEORY Patrick L. Mason and Rhonda Williams Many economists are willing to accept that race is a significant factor in US eco nomic and social affairs. Yet the professional literature displays a peculiar schizo phrenia when faced with the task of actually formulating what race means and how race works in our political economy. On the one hand, race matters when the dis cussion is focused on anti-social behavior, social choices, and undesired market outcomes. Inexplicably, African Americans are more likely to prefer welfare, lower labor force participation, and unemployment. On the other hand, race does not matter when the subject of discussion is economically productive or socially accept able activities and legal market choices (for example, wages and employment). This Janus-faced construction of race is maintained by economists' stubborn ad herence to the market power hypothesis. The market power hypothesis asserts that racial discrimination and market competition are inversely correlated. Discrimina tory behavior will persist only in those sectors of society where the competitive forces of the market are least operative. When applied to the labor market, the mar ket power hypothesis suggests that pre- and post-labor market decisions represent disjoint sets. On average, members of a disadvantaged social group may accumulate a lower amount of or a lower quality of productive attributes because of discrimina tion in marital, residential, or school choice, or because of substantial animosity in day-to-day interpersonal relations with members of a privileged group.

"Race Brokers examines how housing market professionals-including housing developers, real estate agents, mortgage lenders, and appraisers-construct 21st century urban housing markets in ways that contribute to or undermine racial segregation. Drawing on extensive ethnographic and interview data collected in Houston, Texas, Race Brokers shows that housing market professionals play a key role in connecting people-or refusing to connect people-to housing resources and opportunities. They make these brokering decisions through reference to racist or anti-racist ideas. Typically, housing market professionals draw from racist ideas that rank-order people and neighborhoods according to their perceived economic and cultural housing market value, entwining racism with their housing market activities and interactions. Racialized housing market routines encourage this entwinement by naturalizing racism as a professional tool. Race Brokers tracks how professionals broker racism across the housing exchange process-from the home's construction, to real estate brokerage, mortgage lending, home appraisals, and the home sale closing. In doing so, it shows that professionals make housing exchange a racialized process that contributes to neighbourhood inequality and racial segregation. However, in contrast to the racialized status-quo, a small number of housing market professionals draw on anti-racist ideas and strategies to extend equal opportunities to individuals and neighborhoods, de-naturalizing housing market racism.
