This introduction sets the theoretical framework for explaining and understanding the changing dynamic between the external powers and the Arab Gulf monarchies. It begins with an historical overview of the Gulf monarchies' long relationships with extra-regional actors, focusing on their bilateral alliances with the United Kingdom and the United States of America. The analysis in this section emphasizes the use of realist approaches to international politics - such as the balance of power and balance of threat strategies - to both material and ideational challenges to the Gulf monarchies. The chapter then proceeds to highlight the roles played by relative newcomers to the Gulf at the dawn of the 21st century. France, China, and South Korea have made good use of their financial, economic, technological, and cultural statecraft. Finally, in the face of a more assertive foreign policy orientation on the part of the Arab Gulf monarchies in the wake of post-Arab Spring instability throughout the Middle East, the chapter considers whether this regional alliance model will once again give way to bilateral alliances. What opportunities for a larger regional role exist for powers that have traditionally not perceived the Gulf as within their sphere of interests? It then discusses how the contributions to this book address this changing dynamic, and analyzes the central themes discussed in this volume.

The Gulf monarchies have been generally perceived as status quo actors reliant on the USA for their security, but in response to regional events, particularly the Arab Spring of 2011, they are pursuing more activist foreign policies, which has allowed other international powers to play a larger role in regional affairs. This book analyses the changing dynamic in this region, with expert contributors providing original empirical case studies that examine the relations between the Gulf monarchies and extra-regional powers, including the USA, Russia, China, India, Brazil, Turkey, Japan, South Korea, France, and the United Kingdom. At the theoretical level, these case studies explore the extent to which different international relations and international political economy theories explain change in these relationships as the regional, political and security environment shifts. Focusing on how and why external powers approach their relationships with the Gulf monarchies, contributors ask what motivates external powers to pursue deeper involvement in an unstable region that has seen three major conflicts in the past 40 years. Addressing an under-analysed, yet important topic, the volume will appeal to scholars in the fields of international relations and international political economy as well as area specialists on the Gulf and those working on the foreign policy issues of the extra-regional powers studied.

Introduced in 2013, China’s Belt and Road Initiative (BRI) has had a significant impact within Asia and across other regions. This book provides empirical case studies examining the relations between China and the states in specific regional groupings, including South-East Asia, Central Asia, South Asia, the Persian Gulf, the Horn of Africa, and Central/Eastern Europe. At the theoretical level, Buzan and Waever’s work on regional security complexes is used to develop a framework for analyzing the current impact of the BRI and its potential future effects within these regions, while the case studies explore the extent to which different International Relations and International Political Economy theories explain change in these relationships as the regional security environment shifts. The contributors address questions as diverse as the domestic political and economic drivers impacting the level of BRI cooperation; the effects of cooperation with the US; as well as the historical political and economic risk considerations for China in pursuing BRI cooperation; and the motivations of regional responses to the BRI and rivalries and variations in those responses. This book will be of interest to academics working in the fields of Chinese foreign policy, International Relations, International Political Economy, and area studies. Professionals in the corporate world and Governmental practitioners and non-government agencies will also find the contributions useful.

The paper begins with an analysis of the concept of 'region' which is more ambiguous than one might think. This is followed by an analysis of the Gulf region's structural features and outstanding problems, all of which bode ill for stability: the region is fundamentally multipolar and 'open-ended;' the internal balance-of-power is changing rapidly; the involvement of external powers is unpredictable; most of the states in the region are internally unstable; and there are several outstanding territorial and other problems that might trigger a war. The author further looks at one particularly disturbing aspect of these problems, namely the regional arms acquisitions which exhibit most of the characteristics associated with a fully-fledged arms race. As a possible solution to these problems, the author looks at the concepts of common and cooperative security that are based on a realization that states cannot achieve lasting security at the expense of each other. While acknowledging that these concepts are profoundly political, the author nevertheless focuses on the military implications thereof, i.e. the concept of defensive restructuring of the armed forces, or non-offensive defense. Ideally each state in a region should be capable of defending itself against the others, but incapable of attacking its neighbors. As a way to achieve this goal, the author argues in favor of a combination of indigenous efforts at strengthening defensive capabilities (also vis-à-vis external powers), a region-wide arms control process, and an 'arms transfer restraint regime

This book analyzes the progress of the MSRI, highlights the political and economic factors affecting its realization, and offers insights into the political and economic implications of China’s endeavor. It focuses specifically on countries within Africa and the Middle East to provide a basis for a substantive examination of these issues in a manner sensitive to the milieu in individual countries and relevant regions. It represents the final volume in a well-received series on China’s Maritime Silk Road Initiative (MSRI), which, so far, includes books covering China’s MSRI and South Asia (Palgrave, 2018) and China’s MSRI and Southeast Asia (Palgrave, 2019). This book will interest scholars of China, international relations, and the relevant regions, journalists, and policymakers.

Gulf stability is coming to play a larger role in the foreign policy calculus of many states, but the evolving role of Asian powers is largely under-represented in the International Relations literature. This volume addresses this gap with a set of empirically rich, theory driven case studies written by academics from or based in the countries in question. The underlying assumption is not that Asian powers have already become important security actors in the Gulf, but rather that they perceive the Gulf as a region of increasing strategic relevance. How will leaders in these countries adjust to an evolving regional framework? Will there be coordinated efforts to establish an Asian-centered approach to Gulf stability, or will Asian rivalries make the region a theater of competition? Will US–China tensions force alignment choices among Asian powers? Will Asian states balance, bandwagon, hedge, or adopt some other approach to their Gulf relationships? These questions become even more important as the western boundaries of Asia increasingly come to incorporate the Middle East. The book will appeal to scholars and students in the fields of International Relations, Security Studies, and International Political Economy, as well as area specialists on the Gulf and those working on foreign policy issues on each of the Asian countries included. Professionals in government and non-government agencies will also find it very useful. This book offers insight into the motives behind Moscow’s behaviour in the Persian Gulf (with a specific focus on the GCC member states and Iran), considering Russia’s growing role in the Middle East and its desire to protect national interests using a wide range of means. The book explores the drivers and motivations of the Russian foreign policy in the Gulf region, thus, helping the audience to generate informed prognosis about Moscow’s moves in this area over the next years. In contrast to most studies of Russia’s presence in the region, this book considers the Russian involvement in the Gulf from two standpoints – the Russian and foreign. The idea of the book is to take several key problems of Moscow’s presence in the Gulf, each of these to be covered by two authors—Russian and non-Russian scholars, in order to offer the readers alternative visions of Moscow’s policies towards Iran and the GCC countries

The Gulf region's relations with the outside world are changing radically. The Gulf's major trading partners are now no longer predominantly Western. China, in particular, now has a significant stake and highly critical interests in the region. The United States still dominates the security field, yet its Gulf allies have come to doubt the strength of US commitment. Meanwhile the Arab monarchies of the Gulf are struggling to cope with multiple divisions, problems and threats: the radical forces of change unleashed by the Arab Spring, the rising power of ISIS, and the destabilising impact of their unsettled relations with Iran. This book examines the range of security issues which this situation has given rise to: the nature and scope of US power, and the likely directions of future policy; the options open to Asian powers with interests in the region; the concerns, strategies and dynamics of the regional states; and the feasibility of European states assuming a security role in the region.

Small states are often believed to have been resigned to the margins of international politics. However, the recent increase in the number of small states has increased their influence and forced the international community to incorporate some of them into the global governance system. This is particularly evident in the Middle East where small Gulf states have played an important role in the changing dynamics of the region in the last decade. The Small Gulf States analyses the evolution of these states’ foreign and security policies since the Arab Spring. With particular focus on Oman, Qatar and the United Arab Emirates, it explores how these states have been successful in not only guaranteeing their survival, but also in increasing their influence in the region. It then discusses the security dilemmas small states face, and suggests a multitude of foreign and security policy options, ranging from autonomy to influence, in order to deal with this. The book also looks at the influence of regional and international actors on the policies of these countries. It concludes with a discussion of the peculiarities and contributions of the Gulf states for the study of small states’ foreign and security policies in general. Providing a comprehensive and up-to-date analysis of the unique foreign and security policies of the states of the Gulf Cooperation Council (GCC) before and after the Arab Spring, this book will be a valuable resource for students and scholars of Middle East studies, foreign policy and international relations.
