"This Manual expands upon the guidance in Air Force Instruction (AFI) 10-2501, Air Force Emergency Management (EM) Program Planning and Operations. It also aligns the Air Force (AF) with Homeland Security Presidential Directive 5 (HSPD-5), the National Incident Management System (NIMS) and the National Response Framework (NRF). This Manual integrates operational approaches to conventional and irregular warfare passive defense and consequence management operations using Chemical, Biological, Radiological, Nuclear, and High Yield Explosive (CBRNE) materials. This Manual provides standards for planning, logistical requirements, emergency response actions, emergency response organizational guidelines, exercises and evaluations, personnel training, detection, identification, warning and notification actions. It establishes responsibilities, procedures and standards for prevention, preparedness, response, recovery and mitigation resulting from conventional or irregular attacks using CBRNE materials. Within the context of this document prevention action which are not referenced in the document are taken throughout preparedness phase of incident management to protect lives and property through the use of intelligence, inspections, vulnerability assessments and improved security methods in order to prevent or lessen the effects of attacks. This Manual includes CBRNE procedures for use both within the continental United States (CONUS) and Outside the Continental United States (OCONUS). Its prescribed planning process helps responders to achieve unity of effort, allocate and use resources effectively and identify shortfalls in their response capabilities. How Air Force installations and units operate in a chemical, biological, radiological, nuclear, and high yield explosive environment is an evolving effort. In 2002 the Air Force implemented the counter-chemical warfare concept of operations (CONOPS) that changed how installations prepared for and responded to conventional chemical munitions attacks. The AF further defined the most probable threat as tactical ballistic missiles. That reevaluation of the threat became the basis for developing tactics, techniques and procedures (TTP) for installations to recover and continue mission operations. In 2003, the AF began investigating potential vulnerabilities for biological attacks by conducting exercises at Kunsan AB, Korea. These exercises led to the development and refinement of TTPs for responding to conventional and irregular biological warfare attacks. The resulting counter-biological warfare CONOPS was institutionalized through two Air Force Instructions: AFI 10-2603, Emergency Health Powers on Air Force Installations and AFI 10-2604, Disease Containment Planning Guidance. In 2009, the Air Force published and began implementing the Counter-Radiological Warfare CONOPS. This CONOPS is being institutionalized through this document and other Air Force and multiservice directives.The nuclear threat has been exhaustively studied. The AF will review existing information to determine a need to change TTPs for nuclear weapon threats. This FMI, “Chemical, Biological, Radiological, Nuclear, and High Yield Explosives Operational Headquarters,” provides doctrine for operations of the chemical, biological, radiological, nuclear, and high yield explosives (CBRNE) operational headquarters. FMI 3-90.10 is intended to facilitate the operations and training requirements of the CBRNE operational headquarters as they organize, prepare for, and conduct operations. Its interim format will evolve into an official FM after lessons learned from training and operational experiences are incorporated into future Army doctrine. This manual is organized into six chapters and seven appendixes to provide additional detail on selected topics. A brief description of the chapters and appendixes is provided: Chapter 1 examines the operational environment (OE) and the nuances that apply to the CBRNE operational headquarters. Chapter 2 provides a description of the CBRNE operational headquarters, its subordinate elements, and key augmentation that will typically support the headquarters. Chapter 3 lays the foundations and framework combating weapons of mass destruction (WMD) across the spectrum of conflict and in support of full spectrum operations. Chapter 4 discusses weapons of mass destruction elimination (WMD-E) operations that are the focus for the CBRNE operational headquarters. A general scenario provides a framework for examples of WMD-E operations. Chapter 5 provides the basic construct of command, control, and support relationships as they are likely to impact on the CBRNE operational headquarters, its subordinate elements, and other potential augmentation as the CBRNE headquarters and its elements conduct operational missions. Chapter 6 discusses sustainment of the CBRNE operational headquarters and its subordinate elements. This chapter describes the integrated sustainment effort required to support CBRNE operations. Appendix A provides a description of the strategic framework and the fundamentals of combating WMD. This appendix primarily supports the material in Chapter 4 by explaining the framework that the CBRNE operational headquarters supports. Appendix B provides a more detailed description of the staff roles and responsibilities within the CBRNE operational headquarters. Primary focus is on the main command post (MCP) and the operational command post (OCP). This appendix provides additional depth for Chapter 2. Appendix C provides more detailed information on the weapons of mass destruction coordination element (WCE), an organic subordinate element of the CBRNE operational headquarters. Appendix D provides more detailed information on the nuclear disablement team (NDT), an organic subordinate element of the CBRNE operational headquarters. Appendix E provides more detailed information on the chemical, biological, radiological, nuclear, and high yield explosive analytical remediation activity (CARA), an organic subordinate element of the CBRNE operational headquarters. Appendix F provides more detailed information on the joint elimination coordination element (JECE). The JECE is a critical joint augmentation for the CBRNE operational headquarters and other operational level commands. Appendix G provides a discussion of training for the CBRNE operational headquarters and its subordinate elements for full spectrum operations. Appendix H provides a discussion of medical laboratory support and its applicability to WMD-E operations.
This multiservice publication is designed for chemical, biological, radiological, and nuclear (CBRN) responders who plan and conduct CBRN consequence management (CM) operations in domestic, foreign, or theater operational environments, to include military installations. Department of Defense (DOD) personnel responding to a CBRN incident may be responsible for CBRN CM and/or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides a reference for planning, resourcing, and executing CBRN CM in support of domestic or foreign agencies responding to a CBRN incident. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from Joint Publication (JP) 3-40, Joint Doctrine for Combating Weapons of Mass Destruction; JP 3-41, Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives Consequence Management; and JP 3-11, Joint Doctrine for Operations in Nuclear, Biological, and Chemical Environments, for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. During operations, this publication is subordinate to current JPs addressing this topic.
The Department of Defense (DoD) must clarify its role in the national response structure designed to manage the potential consequences of chemical, biological, radiological, nuclear or high-yield explosive (CBRNE) events occurring in the United States. Roles and responsibilities should be developed which capitalize on the CBRNE strengths of DoD but which are also aligned with a realistic threat assessment, the President's strategic direction and issues of feasibility. DoD and the U.S. Northein Command must recognize that they are just one player in this national consequence management system and that their effectiveness depends, not on the development of dedicated domestic military response resources, but on a n%ich more effective integration and synchronization of existing resources. This will necessitate changes in operational command and control for military CBRNE assets as well as a realignment of relationships between DoD and other goveinment agencies to facilitate the unity of effort necessary for effective national response.
