Excerpt from Ohio Legislative History, 1909-1913: Administration of Judson Harmon, Governor of Ohio, 1909-1912 According to the terms of the aforesaid resolution, authorizing the work to be done under the supervision of the Lieutenant Governor and Speaker of the House of Representatives, james K. Mercer was duly appointed to prepare the first volume of the work, which is here pre sented as Ohio Legislative History, Vol. 1, and the Administration of Governor Harmon, 1909-12. Besides, there is included a symposium of views of the work of the Fourth Ohio Constitutional Convention, contributed by members of the convention, which, it is believed, will make the very best possible review of the convention, for the purposes of history. There will also be found a chapter on Civil Government in Ohio, by Professor Morris, of Lancaster, Ohio, and this, it is hoped, will aid students in high schools and colleges to better understand the form of government under which they live. In the history of legislation will be found a complete summary of all the bills of State-wide application that became laws at the regular sessions of the 79th and 8oth General Assemblies of Ohio, for the benefit of all who choose to use the book for reference. The volume complete is intended to give, besides actual history, a pen picture of the men who are engaged in the State service, for the benefit of the boys of Ohio who are attending the high schools and colleges, and there is no more interesting study for the growing boy, who may himself, in turn, become engaged in the public service.
