Excerpt from Neutral Nations and the War These doctrines may be found set forth in the widely circulated book of General von Bernhardi, entitled Germany and the Next War, published in 1911, and} professing to be __mainly based on the teachings of the famous professor of history, Heinrich von Treitschke. To readers ln other countries, and, I trust, to most readers in Germany also, they will appear to be an outburst of militarism run mad, the product of a_ brain intoxicated by the love of war and by superheated national Self-consciousness. Excerpt from Conference of Neutral Nations I do not wish to say anythin more, beyond the fact that we have been told that it is the ten ency of the world to move away from the Old-fashioned military organizations; that the present movement in Europe is in that direction; that the men most valuable to the armies in this war - and this was said by most Of the countries at wan - were such men as aviators, machinists, etc., that these men were more valued than the Old-fashioned trained soldiers. They are much more valued than the men who have been carefully drilled. They are not drilling now. The are 'in the trenches, doing work quite different from drilling. He Old-fashioned military ideas which have obtained for so long are missing, even in this war. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Great War and Its Lessons We are a neutral nation, and the President has rightly enjoined us all to observe neutrality in speech and in deed. But neutrality is not indifference: it is not the neutrality of the casual passer-by who views with amused carelessness a fight between two street rowdies; it is the neutrality of the just judge who aims, without passion and without prejudice, to render judgment on the proved facts. We cannot if we would refrain from passing judgment upon the conduct of men whether singly or in nations, and we should not attempt to do so.' In the first place, the moral judgment of the American people as to this war and as to the several steps in the declaration and conduct of it, is clear, calm, and practically unanimous. There is no beat ing of drums and blowing of bugles, but rather a sad pain and grief that our kin across the sea, owing whatever allegiance and speaking whatever tongue, are engaged in public murder and destruction on the most stupendous scale recorded in history. This of itself proves that the education of public opinion has proceeded far, and, whatever the war-traders and militarists may say, that the heart of the American people is sound and its head well-informed. The attitude of the American press is worthy of the highest praise; in some notable instances the very high-water mark of dignity and of power has been reached. When the war-clouds have lifted, I believe that the moral judgment of the American people as to this war will prove to be that of the sober - minded and fair-minded men in every country of Europe. Excerpt from To Neutral Peace-Lovers: A Plea for Patience As the war drags on into its third year, a curious phenomenon is becoming more and more noticeable. The neutral countries are growing more wan-weary than the belligerent countries - at any rate than those belligerents who are not subjected to the pressure of the blockade. And this weariness is having the curious effect of making the friends of peace-at any-price play into the hands of the champions of war They clamour for a peace which would leave all the moral issues of the War un determined, ii not determined in the wrong sense, and which would enable Germany to maintain, with some plausibility, that war had once more proved a paying speculation for her. To all reasonable peace lovers, that must surely seem the one intolerable disaster. If the German belief in war as good business is able to hold up its head at the end of the struggle, the prospects of enduring peace fade away into the mists of an immeasurable distance.
