In order to provide for its future security, Bosnia and Herzegovina aspires to NATO membership. It intends to be not only a consumer of security, but also a provider of security for its allies. Because of the history and specific regional context of its relations with its neighbors, Bosnia and Herzegovina faces many obstacles. Although Bosnia and Herzegovina is still engaged in a stabilization and reconstruction process, Sarajevo is trying to find the best possible way to achieve the goal of NATO membership. This thesis analyzes the main obstacles on the way to NATO membership, identifies ways to surmount them, and offers some recommendations for future policy. This thesis will, it is hoped, be beneficial to policymakers, who need to promote focused and united national efforts and to generate synergy to help Bosnia and Herzegovina successfully achieve NATO membership and thereby secure a better future for the country and Europe as a whole.
Defence reform has been a major component of Bosnia’s stabilisation and nation-building. Though true for many cases of post-conflict transition, it is especially so for Bosnia, which arguably has the most complex state structure in Europe. Ten years on from the start of Bosnia’s defence-reform process, Destination NATO records and reviews the Bosnian experience of defence reform. The monograph offers policy-makers, practitioners and academics knowledge of the specific case of Bosnia and Herzegovina, and makes these insights relevant to defence-reform efforts in other contexts. The research is based on original sources and an extensive set of interviews and talks with key individuals including ambassadors, ministers and civil servants, and other senior national and international actors, in addition to discussions with several hundred politicians at local levels, students and NGO representatives. Focusing on NATO's continued crisis of identity, Joyce P. Kaufman argues that the conflicts in Croatia, Bosnia-Herzegovina, and Kosovo have proven to be critical to an alliance that has not been able to define its roles and missions in the post-Cold War world. While, on the one hand, NATO was enlarging by inviting former adversaries in Central and Eastern Europe and the former Soviet Union to join, on the other hand it has been woefully unprepared to deal with the ethnic conflicts that erupted on its borders and that could undermine the peace and stability of Europe. The author contends that the conflicts in the former Yugoslavia have potentially threatened the essence of NATO by forcing the alliance to take on the new role of peacekeeper without adequately allowing the members to examine the role the alliance wants to or should play in a largely postcommunist world. Despite ongoing discussion in NATO ministerial summits, the alliance has made little progress to date and public questions about the role and even the viability of NATO after the Cold War continue to grow. The inability to address these issues leaves NATO facing a number of pressing questions that this book tries to answer: What role can and should the alliance play in the future? And why have the ongoing conflicts in the Balkans proven to be a challenge that the alliance has been unwilling or unable to resolve?

Abe argues that an impetus for this change was the norm dilemma that the conflict in Bosnia represented. On the one hand a state which oversaw the massacre of its civilians was in breach of international norms, but on the other hand intervention by outside states would breach the norms of sovereign integrity and non-use of force. NATO, as an international governance organisation, thus became a vehicle for avoiding this kind of dilemma. A detailed case study of NATO during the Bosnian war, this book explores how the differing views and preferences among the Western states on the intervention in Bosnia were reconciled as they agreed on the outline of NATO’s reform. It examines detailed decision-making processes in Britain, France, Germany and the USA. In particular Abe analyses why conflicting norms led to an emphasis on conflict prevention capacity, rather than simply on armed intervention capacity.

Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
