This book analyzes the Allied Occupation of Japan (1945–1952). It begins by explaining why Japan spent roughly fifty years building its own colonial system and declaring war on China and the Western Allies, only to decide after military defeats, two atomic bombings and the Soviet declaration of war, to surrender before being invaded. It goes on to describe the controversial issues surrounding the conduct of the Occupation forces, the largely American reform proposals and the shifts in policy as the Cold War developed. Particular emphasis is placed on women’s issues, the Japanese and American reactions to President Truman’s decision to fire General Douglas MacArthur, the tensions surrounding the requirement that the Japanese allow US military bases to stay in Japan and the still ongoing debate over the American decision to drop two atomic bombs on Japan. Despite all this, the book concludes that particularly when compared with later Allied nation building efforts in Vietnam, Afghanistan and Iraq and the current state of US politics, the Occupation experience was, on the whole, a relatively positive one for both the Japanese and the US-Japan alliance.

At the end of World War II, Japan was militarily and economically devastated; Hiroshima and Nagasaki were radiated ruins; and the people were on the brink of starvation. Japan’s situation in 1945 looked very bleak as its people slowly began to rebuild their lives and move past years of bloody war. Transforming Japan meant replacing a military state focused on expansion with a parliamentary democracy focused on economic prosperity through innovation, industry, and peace. The American occupation lasted eight years and by the 1960s the Japanese economy was well on its ways to becoming the third largest in the world. General Douglas MacArthur was the man most responsible for Japan’s reconstruction. The Japanese willingness to restructure their political system, economy, and society combined with the leadership of MacArthur and the autonomy he wielded as Supreme Commander, brought the country into a new era of peaceful prosperity, innovation, industrial strength, and stability.

Following its defeat in World War II, Japan was placed under the control of SCAP GHQ headed by General Douglas MacArthur. Initially, the Occupation promoted policies of demilitarization and democratization. A new Japanese constitution which pursued pacifism was established. However, as the Cold War intensified, policies switched in the direction of economic recovery, and it was contended that Japan should take the anti-Communist pro-America path. In 1951, at the height of the Korean War, the San Francisco Peace Treaty and the Japan-U.S. Security Treaty were concluded as a fixed set. Winner of the 2015 Yomiuri Yoshino Sakuzo Prize for academic writing on politics, economics, and history, this book provides a wide view of the seven years of the Occupation of Japan which led to the 'postwar system' that has continued into the twenty-first century. --

The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

One of the untold stories of the American military occupation of Japan, from 1945 to 1952, is that of efforts by the Arts and Monuments Division of the Supreme Commander for the Allied Powers (SCAP), for the preservation of Japan's cultural heritage. While the role of Allies after WWII in salvaging the cultural heritage of Europe has recently become better known, not much is written of the extraordinary vision, planning and endeavors by curators and art specialists embedded in the US military and later based in Tokyo, and their peers and political masters back in Washington D.C. - all of whom ensured that defeated Japan's cultural heritage was protected in the chaos and misery of post-war years.
