International organizations are ubiquitous in contemporary Europe and the wider world. This book is the first systematic assessment of the interactions of the European Communities (EC) with other Western organizations like NATO, the OECD and the Council of Europe for the period from the late 1960s to the early 1990s. Based on fresh archival research, its various contributions explore forms of co-operation and competition between these forums and thus seek to ‘provincialize’ and ‘de-centre’ the role of the predecessors of today’s European Union. Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe. In other words, the EU would not be what it is, were it not for the dynamics analyzed in this book. This book was originally published as a special issue of the European Review of History.

The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.

Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. Building on the League of Nations' difficult heritage, and in an increasingly challenging political environment, the UNECE's mission was to facilitate European cooperation transcending the boundaries set by the Cold War . With a number of competitor organizations set against it, the UNECE managed to carve out a niche for itself, setting norms and standards that still have an impact on the everyday lives of millions in Europe and beyond today. Working against an overwhelming geopolitical trend, UNECE succeeded in bridging the Cold War divide on several occasions, and maintained a broad system of contacts across the Iron Curtain. This book provides a unique study of this important but hitherto under-researched international organization. Incorporating research on the Cold War, the history of internationalism and European integration, Stinsky weaves these different threads of historical enquiry into a single analytical narrative.
The relationship between the European Union and Asia is of global significance and the ties are likely to increase in the coming years. Asia, with roughly 60% of the world population accounts for 35% of the EU’s exports (€618bn) and 45% of the EU’s imports (€774bn). For both Europe and Asia, growing global interdependence is an opportunity for increased cooperation, for peaceful political cooperation, fair and stronger economic relations, comprehensive societal dialogue and collaboration on international and regional security. Europe and Asia, together, can be the engines of a more cooperative approach to world politics, global stability and regional economic prosperity. To make a further step change in that cooperation and to unlock opportunities within the global economy, the EU and Asia should ensure an efficient and sustainable connectivity. Connectivity contributes to economic growth and jobs, global competitiveness and trade, and people, goods and services to move across and between Europe and Asia. Some estimate that Asia will require over 1.3 trillion EUR a year of infrastructure investment in the coming decades to maintain today’s growth rates and to adapt to climate change. By comparison, in the EU, the investment in the Trans-European network for transport is estimated to require 1.5 trillion EUR in the period 2021-2030. It is however not purely an investment challenge. Asia encompasses different regions, which are home to very diverse countries in terms of economic models and level of development. Consistent and aligned rules, standards or practices are needed to promote market access and the movement of goods, services, capital and people across borders. High environmental and social standards, adequate planning and full life-cycle cost-benefit analysis are necessary to ensure the sustainability of connectivity investments over the longer term. Fiscal and financial sustainability of infrastructure projects need to be ensured to avoid the risk of debt distress. This is why the Commission proposes the building blocks towards an EU Strategy on Connecting Europe and Asia with concrete policy proposals and initiatives to improve connections between Europe and Asia, including through interoperable transport, energy and digital networks. This Communication is also part of the EU contribution for the 12th Asia-Europe Meeting (ASEM) in October 2018, which will offer the opportunity to promote connectivity and advance cooperation with Asian partners. This Communication should be read together with the Commission’s proposal for the next Multiannual Financial Framework that sets clear priorities, which have been further clarified in recent Communications of the Commission whilst providing for means to promote and support private investments globally.
This pertinent and highly original volume explores how ideas of Europe and processes of continental political, socio-economic, and cultural integration have been intertwined since the nineteenth century. Applying a wider definition of Europeanization in the sense of "becoming European", it will pay equal attention to counter-processes of disentanglement and disintegration that have accompanied, slowed down, or displaced such trends and developments. By focusing on the practices, agents, and experience of Europeanization, the volume strives to bring together the history of ideas and the history of human actions and conduct, two approaches that are usually treated separately in the field of European studies.
In this first ethnographic study of the European Space Agency, Stacia Zabusky explores the complex processes involved in cooperation on space science missions in the contemporary context of European integration. Zabusky argues that the practice of cooperation does not depend on a homogenizing of interests in a bland unity. Instead, it consists of ongoing negotiation of and conflict over often irreconcilable differences. In this case, those differences are put into play by both technical and political divisions of labor (in particular, those of big science and of European integration). Zabusky shows how participants on space science missions make use of these differences, particularly those manifest in identities of work and of nationality, as they struggle together not only to produce space satellites but also to create European integration. She argues that the dialectical processes of production include and depend on conflict and contradiction to maintain energy and excitement and thus to be successful. Participants in these processes are not, however, working only to produce tangible success. In her epilogue, Zabusky argues that European space science missions can be interpreted as sacred journeys undertaken collectively, and that these journeys are part of a fundamental cultural project of modernity: the legitimation of and aspiration for purity. She suggests, finally, that this project characterizes not only the institution of technoscience but those of bureaucracy and nationalism as well.
This text claims that the beliefs behind symbolic agreements provide a greater understanding of European integration than a focus on the material motivations of agreements of substance. The book argues that intergovermental co-operation amongst EC states in the immediate post-Cold War period was due to the agreement of symbolic, yet insubstantial new policy areas. It also suggests that ten years after the Cold War in Europe these symbolic agreements are becoming more substantial, thus moving the focus away from material gains and towards subjective beliefs.
