There has been a burgeoning of public-private partnerships in different parts of the world. The partnerships differ in form and structure, in the extent of public and private participation, and in the forms of their engagement. The essays in this volume are written mainly from the perspective of providers. They provide valuable insights into the purpose, trend and impact of public-private partnerships in different parts of the world, as well as an understanding of the barriers they face.
The book offers an overview of international examples, studies, and guidelines on how to create successful partnerships in education. PPPs can facilitate service delivery and lead to additional financing for the education sector as well as expanding equitable access and improving learning outcomes.
The American Enterprise Institute and the National Institute of Education commissioned six authors to prepare papers examining the barriers and incentives to private-sector involvement in public schools. These authors include representatives from two corporations, a former school superintendent and academic, a state policy analyst and attorney, and an official from a teachers' union, as well as a public policy analyst. This document reports on the conference at which these authors presented their papers, beginning with introductory remarks concerning the conceptual framework in which the business-school collaboration can be viewed and brief interpretations of the conceptual attitudes of each of the authors. The document then presents transcripts of the introductions made at the conference itself, of the authors' remarks concerning their papers, and of the discussions following the presentation of the papers. The document concludes with abstracts of the six papers presented. The central topics of the six papers and their authors are as follows: (1) conceptual frameworks for thinking about private sector-public school collaboration (Marsha Levine); (2) incentives for the barriers to collaboration from a labor education perspective (Maurice Leiter); (3) a school superintendent's view of business-school relationships (Larry Cuban); (4) legal aspects of business-school relations (focusing on equity); (5) one corporation's commitment to quality education (Susan (Schilling); and (6) corporate responsibility in the context of rapid change (Badi G. Public-private partnerships in education exist in various forms around the world, in both developed and developing countries. Despite this, and despite the importance of human capital for economic growth, systematic analysis has been limited and scattered, with most scholarly attention going to initiatives in the United States. This volume helps to fill the gap, bringing together recent studies on public-private partnerships in different parts of the world, including Asia, North and South America, and Europe. These initiatives vary significantly in form and structure, and "School Choice International" offers not only comprehensive overviews (including a cross-country analysis of student achievement) but also detailed studies of specific initiatives in particular countries. Two chapters compare public and private schools in India and the relative efficacy of these two sectors in providing education. Other chapters examine the use of publicly funded vouchers in Chile and Colombia, reporting promising results in Colombia but ambiguous findings in Chile; and student outcomes in publicly funded, privately managed schools (similar to American charter schools) in two countries: Colombia's "concession schools" and the United Kingdom's City Academies Programme. Taken together, these studies offer important insights for scholars, practitioners, and policymakers into the purposes, directions, and effects of different public-private educational initiatives. Mitgang, David Myers, Gary Natriello, Caroline Persell, Mark Schneider, Janelle Scott, Geoffrey Walford, and Amy Stuart Wells who examine the efforts of some educators, reformers, investors, and political groups to move education from the public to the private sector. This is occurring through tuition tax credits, voucher initiatives, and for-profit, educational management organizations. The volume grows out of a conference that took place at Columbia University's Teachers College which launched the National Center for the Study of Privatization in Education.
The authors persuasively argue that the present cascade of reforms to public education is a consequence of a larger intention to shrink government. The startling result is that more of public education's assets and resources are moving to the private sector and to the prison industrial complex. Drawing on various forms of evidence-structural, economic, narrative, and youth-generated participatory research-the authors reveal new structures and circuits of dispossession and privilege that amount to a clear failure of present policy. Policymaking is at war with the interests of the vast majority of citizens, and especially with urban youth of color. In the final chapter the authors explore democratic principles and offer examples essential to mobilizing, in solidarity with educators, youth, communities, labor, and allied social movements, the kind of power necessary to contest the present direction of public education reform.
Education privatization is a global phenomenon that has crystallized in countries with very different cultural, political, and economic backgrounds. The growth of for-profit providers in the K16 education sector has generated more than its share of controversy. From the emergence of charter schools to post-secondary options like the University of Phoenix, for-profit providers have been lauded for their capacity to serve historically underserved populations but derided for their pursuit of profitwhich, critics argue, is at the expense of the public good. Private sector activity is crucial for development. It shapes the investment climate, mobilizes innovation and financing in areas such as global health, and can either cause or mitigate social and environmental harm. Yet so far, the international development debate has not focused on the role of the private sector. This volume—written by members of the private sector, philanthropic organizations, and academia—investigates ways to galvanize the private sector in the fight against global poverty. Using a bottom-up approach, they describe how the private sector affects growth and poverty alleviation.
