Ministers have the honour to submit to his Excellency the Governor, for transmission 'to 'the Right Honourable the Secretary of State for the Colonies, a memorandum relating 'to the recent rebellion in Bechuanaland, and certain statements in connection therewith; also a letter from the Reverend Canon Bevan, a missionary priest of the Church of England, resident in Phokwani, and a letter from the Reverend R. Price, of Kuruman, a missionary of the London Missionary Society, who has lived amongst the Bechuanas for 'thirty-'nine years, and a published letter from the Reverend John Brown, of Taungs, who belongs to the same Society, together with a report from Mr. Soga, the Assistant Native 'Labour Agent, containing, amongst other interesting matter, a description of the character of the people who have recently risen in rebellion against the authority of the Government, wlhich is 'of special value coming from a man who may be supposed from his origin 'to 'have a considerable amount of sympathy with the native races, for Mr. Soga is the son of the late Reverend Iyo Soga, who was a pure Kafir, and who worked among the Gaika Tribe, to which he belonged, for many years as an agent of the London Missionary Societ. Tehe information contained in the above named papers is submitted to give the Secretary of State an idea of the state of affairs amongst the natives with which the Government of this Colony have recently had to deal, and to justify the policy which Ministers propose to pursue to prevent a repetition...
