Reapportionment One of the most important and diflicult duties of the legislature at this session will be the reapportionment of the state into congressional, senatorial, and assembly districts. According to the federal census of 1930, California is entitled to nine additional members of the House of Representatives, making twenty in all. Section 6 of Article IV of the state constitution, as amended in 1926, requires the legislature at the first regular session following each decennial federal census to adjust the legislative districts and reapportion the representation so as to preserve the assembly districts as nearly equal in population as may be, provided, however, that no county or city and county shall contain more than one senatorial district, and the counties of small population shall be grouped in districts of not to exceed three counties in any one senatorial district. In case the legislature fails in its duty to reapportion the state, the task is made to fall automatically on a reapportionment commission, consisting of certain designated public oflicers. Our scheme of popular government contemplates that the congressional and assembly districts respectively shall each contain approximately the same population so that representation shall be fair and equal. Unfortunately, the political history of this country aflords numerous instances of "gerrymandering" by which tricky reapportionments have been made to give undue advantages to particular parties, politicians, or localities.
