Harris: Governor of Tennessee, to the General Assembly of the State, October 5, 1859 Take this amount from the gross aggregate expenditures of the two years, and it leaves, as the actual expenditures for the ordinary purposes of government, including the payment of interest on actual indebtedness of the State, the sum of $1,362,677 90. The most rigid scrutiny into all the expenditures of the government is invoked, in order that they may be reduced to the lowest point consistent with public justice and sound public policy. It will be seen from the Comptrollers report, that the aggregate taxable property of the State amounts to $377,208,641 00, being an increase of taxable property, since the 1st October, 1857, of 876,849,830 00; and that the receipts into the Treasury for the last two fiscal years have been considerably more than sufficient to meet the expenditures of the same period. In this connection, it is proper that I call your attention to the fact, that sixty-six thousand six hundred and sixty-six dollars and sixty-six cents of the bonds of the State, issued for State stock in the Nashville, Murfreesboro' and Shelbyville Turnpike Company, fail due on the 25th July, 1861, the duty of providing for the payment of which devolves upon your present session.
