This report presents a detailed program to transform our nation's infrastructure. The Intended audience Is the Administration and Congress, other national policy makers, and government and industry leaders. Descriptions of major high-performance research and commercialization projects are provided by working groups representing ten different materials: aluminum, coatings, fiber-reinforced polymer composites, concrete, hot mix asphalt. masonry, roofing materials, smart material devices and monitoring systems, steel, and wood. The report builds on the 1991 National Civil Engineering Research Needs Forum organized by the Civil Engineering Research Foundation (CERF) and the 1993 initial program plan as presented in High-Performonce Construction Materials ond Systems: An Essentiol Program for America and its infrastructure. The high-performance CONstruction MATerials and systems program (CONMAT) will create significant improvements in the nation's infrastructure and U.S. competitiveness in the construction market. The report concludes by reviewing the strong support that the Administration has shown the CONMAT research effort to date and recommends continued support from government, industry, and academia to support this critical initiative. It identifies barriers that hinder the widespread use of bioremediation in the highway environment, as well as methods to overcome these barriers.
