This thesis examines the organization and management of Japan Maritime Self-Defense Force (JMSDF) and its similarities and common features with Japanese corporate management, a common style grounded in culture and more specifically in the Japanese educational system. In nearly one hundred years organizational theory, practices, and systems were mostly transplanted from the United States and European countries. However, these systems evolved to fit the environment and culture of the Japanese people. This study investigates features and relationships among the Japanese environment, culture, educational systems, and management style. Japanese society and culture deeply effect the education system, and this system in turn socializes people in basic beliefs and values (e.g., harmony and loyalty) foundational to Japanese corporate practices (e.g., group decision making and lifetime employment). This study seeks to advance our understanding of how JMSDF participates in the same culture, is grounded in the same beliefs, and engages in similar practices as other Japanese organizations.

This book is an insider’s account of the problems facing the Self-Defense Forces (SDF), Japan’s postwar military, authored by the country’s leading submariner, Hideki Nakamura. Specializing in the submarine fleet, he became an ace commander, in addition to serving as an analyst and professor in security studies. During his career, he became increasingly troubled by the SDF’s ability to fight due to legal, political, and operational restrictions placed upon it. This book, a translation of his 2017 bestseller, is a must-read for those interested in Japan’s military and its ability to partner with other countries.

Based on extensive Japanese-language materials, this book is the first to examine the development of Japan’s Ground Self-Defense Force. It addresses: how the GSDF was able to emerge as the post-war successor of the Imperial Japanese Army despite Japan’s anti-militarist constitution; how the GSDF, despite the public skepticism and even hostility that greeted its creation, built domestic and international legitimacy; and how the GSDF has responded to changes in international and domestic environments. This path-breaking study of the world’s third-largest-economic power’s ground army is timely for two reasons. First, the resurgence of tensions in Northeast Asia over territorial disputes, and the emphasis recent Japanese governments have placed on using the GSDF for defending Japan’s outlying islands is driving media coverage and specialist interest in the GSDF. Second, the March 11, 2011 Great East Japan Earthquake and Tsunami has focused global attention on the GSDF as Japan’s lead disaster relief organization. This highly informative and thoroughly researched book provides insight for policy makers and academics interested in Japanese foreign and defense policies.

This thesis analyzes the defense policy of the Japan Maritime Self-Defense Force (JMSDF) in the early 21st century. The primary research question is 'Should the defense force structure of the JMSDF in the early 21st century remain the same as it has been in the last 10 years?' To answer this question, I made a brief analysis of current and future prospects for Japan and her neighboring countries in terms of their politics, diplomacy, economy and military. These countries included China, North and South Korea, Russia and the U.S. Finally, I evaluated the cost of baseline and alternative force structure. The alternative force structure may require some revision of current legal limitations and increased defense expenditures. Japan, however, should undertake this correction not only for her own security needs, but also to make a more equitable contribution to ensure the Japan-U.S. security arrangement viable in the coming decade.
