Travel Management - Designated Routes and Areas for Motor Vehicle Use (US Forest Service Regulation) (FS) (2018 Edition) The Law Library presents the complete text of the Travel Management - Designated Routes and Areas for Motor Vehicle Use (US Forest Service Regulation) (FS) (2018 Edition). Updated as of May 29, 2018 The Department of Agriculture is revising regulations regarding travel management on National Forest System lands to clarify policy related to motor vehicle use, including the use of off-highway vehicles. This final rule requires designation of those roads, trails, and areas that are open to motor vehicle use. Designations will be made by class of vehicle and, if appropriate, by time of year. The final rule will prohibit the use of motor vehicles off the designated system, as well as use of motor vehicles on routes and in areas that is not consistent with the designations. The clear identification of roads, trails, and areas for motor vehicle use on each National Forest will enhance management of National Forest System lands; sustain natural resource values through more effective management of motor vehicle use; enhance opportunities for motorized recreation experiences on National Forest System lands; address needs for access to National Forest System lands; and preserve areas of opportunity on each National Forest for nonmotorized travel and experiences. The final rule is consistent with provisions of Executive Order 11644 and Executive Order 11989 regarding off-road use of motor vehicles on Federal lands. Use By Over-Snow Vehicles (Travel Management Rule) (US Forest Service Regulation) (FS) (2018 Edition) The Law Library presents the complete text of the Use By Over-Snow Vehicles (Travel Management Rule) (US Forest Service Regulation) (FS) (2018 Edition). Updated as of May 29, 2018 The Forest Service manages winter uses to protect National Forest System (NFS) resources and to provide a range of opportunities for motorized and non-motorized recreation. In 2005, the agency regulated winter motorized use as a discretionary activity under its regulations for Use by Over-Snow Vehicles. Consistent with a court order dated March 29, 2013, the United States Department of Agriculture (the Department) amends the Department's travel management rule (TMR) to require designation of roads, trails, and areas on NFS lands to provide for over-snow vehicle (OSV) use. An over-snow vehicle is defined as "a motor vehicle that is designed for use over snow and that runs on a track and/or a ski or skis, while in use over snow." The Responsible Official will establish a system of routes and areas to provide for over-snow vehicle use. The regulations will continue to exempt over-snow vehicle use from the travel management rule, which provides for designation of a system of routes and areas for other types of motor vehicle use.
