Leaders who organize, train, equip, command, and fight with the air and space forces of 2025 will require a new view of readiness. The current readiness reporting system provides a static snapshot that essentially reports the ability of a unit to accomplish 100 percent of its wartime tasking. The opportunity exists to create a new system for measuring readiness and sustainment, one that will provide military and civilian leaders a more comprehensive understanding of total force readiness and the potential trade-off benefits available. The nature of the world will allow, as well as demand, an integrated system for measuring, adjusting, and forecasting readiness and training that will provide the US military with a comparative advantage. This system, called joint readiness assessment and planning integrated decision system (JRAPIDS), will automatically update the readiness status of individuals, units, and forces (active and reserve) while providing decision makers a comprehensive measure of readiness and sustainment that focuses on measurement at the output side of several interdependent modules. The final product consists of a time variable, mission scaleable matrix depicting capability available over time in a given theater for a given task or mission. The matrix provides a framework that allows decision makers overall force management capability. Finally, this paper suggests an incremental implementation plan for future JRAPIDS integration connected to potential technology development.

"This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. DOD'S readiness assessment system is designed to assess and report on military readiness at three levels (1) at the individual unit level; (2) at the joint force level; and (3) at the aggregate, or strategic, level. "Unit readiness" refers to the ability of units, such as Army divisions, Navy ships, and Air Force wings, to provide capabilities required of the combatant commands and is derived from the ability of each unit to deliver the outputs for which it was designed. "Joint readiness" is the combatant commands' ability to integrate and synchronize units from one or more services to execute missions. "Strategic readiness" is a synthesis of unit and joint readiness and concerns the ability of the armed forces as a whole, to include the services, the combatant commands, and the combat support agencies, to fight and meet the demands of the national security strategy.
