Leadership teams taking the reins of government in 2017 will have to overcome the demoralizing effects of years of budget deficits, a heavy loss of talent, frequent criticism, and mounting pressure to ‘do more with less,’ all of which have contributed to declining interest in public sector careers and deteriorating performance. Over the past twenty years there has been a widening gulf between the “people management” practices in the private and public sectors. Change is badly needed but it does not have to start by canceling existing civil service rules. This book argues for rethinking the way public employees are managed. The changes will contribute to a healthier, more productive work environment that once again enables public agencies to attract and motivate a highly qualified workforce. Written by leading experts with decades of experience as managers and consultants, It's Time for High Performance Government provides executives, managers, and elected officials at all levels practical advice to improve government performance.

In 2003, the National Commission on the Public Service, chaired by Paul Volcker, issued a report detailing problems within the federal government today and recommending changes in its organization, leadership, and operations. This book suggests practical ways to implement the recommendations and defines a research agenda for the future. Thirteen essays address the primary problem areas identified by the Volcker Commission, and the commission report itself is included.

When we think about the performance of our government, we tend to focus on four questions: 1. Who should our political leaders be? 2. What policies should be chosen? 3. How big should the government be? 4. How can public managers do better, given the organizations they inhabit, the personnel rules they face, and their incentives for performance (or lack thereof)? Each of these questions is vital. But focusing only on them can lead us to ignore some deep causes of underperformance, those "givens" in the fourth question: organizations poorly aligned to their missions, malfunctioning systems for selecting leaders, and ineffective or perverse incentive systems. This book incites us and invites us to address these deep causes of underperformance. Chapter 2 is the report of the Volcker Commission, a devastating nonpartisan indictment of public service in America. Low-performance government provides too little service for too much money. Breakdowns and failures are a serious risk, if not already widespread. The Volcker Commission is a call to action, the most important critique of the federal government since at least the 1980s. The rest of the chapters ask us to consider new approaches to structure, leadership, and incentives. The authors are researchers at the RAND Corporation--most of them are also professors at the Pardee RAND Graduate School. In the past 15 years, they and other RAND researchers have produced more than a thousand studies of public management across an array of government agencies. In this book, the authors step back from specific research findings to address the Volcker Commission's deep questions. How might structural reforms be successfully undertaken? What practical steps would result in better leaders? How can we create performance-driven, flexible public agencies?

With over three decades of experience in public sector HR, Bob Lavigna gives managers the tools they need to leverage the talents of government's most important resource: its people. You know firsthand that your government workers are not underworked, overpaid, or mindless clones just carrying out the morally compromised work that politicians forced through the pipeline. Besides having to daily overcome the persona of being a government employee, your hard-working employees face enormous pressures and challenges every day and are asked to solve some of our country’s toughest problems, including unemployment, security, poverty, and education. To be able to return to their desks daily with the passion and commitment required to accomplish these overwhelming duties will require a manager who knows how to leverage talent, improve performance, and inspire passion within these true servants. In Engaging Government Employees, you will learn: Why a highly engaged staff is 20 percent more productive How to get employees to deliver “discretionary effort” How to assess the level of engagement Why free pizza and Coke every Friday is not a viable strategy Engaging Government Employees rejects the typical one-size-fits-all approach to motivation. Drawing on a wealth of empirical evidence, this indispensable resource shows how America’s largest employer can apply the science of engagement to get team members passionate about the agency’s mission and committed to its success.

This book is about urban terror - its meaning, its ramifications, and its impact on city life. Written by a well-known expert in the field, "Cities in a Time of Terror" draws on data from more than a thousand cities across the globe and traces the evolution of urban terrorism between 1968 and 2006. It explains what kinds of cities have become prime targets, why terrorism has become increasingly lethal, and how its inspiration has changed from secular to religious. The author describes urban terrorism as an attempt to use the city's own strength against itself, forcing it to implode, and delineates three basic logics of terrorist choices for targeting cities. The book also includes a discussion of local resilience - the city's capacity to bounce back from attack - and suggests how that can be sustained. Examples from New York, London, Jerusalem, Istanbul, Moscow, Paris, and Madrid illustrate the book's central themes.

Don’t permit your organization to be lulled into complacency after recovering from a tough recession. Explore what’s necessary to improve the performance of your organization, including the development of leaders at all levels who will use their full capabilities to boost collective results. The High-Performance Organization Model identifies the steps needed to diagnose what will be required to achieve the strategic outcomes you define as success. It shows which levers will move the organization in the direction you decide is critical. This book contains more than just theory; here you’ll find case studies of local governments—demonstrating how Commonwealth Centers for High-Performance Organizations’ (CCHPO) model has been applied in the past to improve performance. You will learn how employees emerged as leaders to identify and tackle problems, developed the tools needed, and organized their thoughts to work through solutions which could be applied effectively without the traditional bureaucratic hassle. These examples show how a supportive, values-based work culture can be cultivated to expand thinking power by increasing discretionary effort from all levels of the organization. Engaged employees can be leaders who refocus your services, improve your processes, save money, and solve problems. Your organization can benefit from the full range of talents, skills, and abilities that often lie untapped, but become accessible through the principles of the High-Performance Organization model. This model will be an indispensable tool for any person looking to make significant improvements throughout their organization. The detailed case studies and easy-to-follow model created by the Commonwealth Center for High-Performance Organizations make for a pleasantly informative guide that will give a special advantage to readers who implement their standards.
