Operational systems engineering is a methodology that identifies the important components of a complex system, analyzes the relationships among those components, and creates models of the system to explore its behavior and possible ways of changing that behavior. This Proceedings contains the papers presented at the 7th IFAC Workshop on Supplementary Ways for Improving International Stability held in Ohrid, Republic of Macedonia on 22-24 May 2000.
