Even official documents and painstaking historians are not free from this confusion of ideas. In this colloquial use "race" is not conceived to be precisely synonymous with "nation," nor with "people;" although it would often be a difficult matter to make out from the context just what distinctive meaning is attached to one or another of these terms.
