This survey of higher education during the two years is an attempt to present briefly some of the events of action and of discussion which have promoted or obstructed the tendencies to restate higher educational objectives and to reconstitute college and university organization and procedures. Topics covered include: (1) Objectives of higher education; (2) Large attendance; (3) Costs of higher education; (4) Public pressure through political action; (5) Cultural versus vocational; (6) Education as a life process; (7) Application of scientific methods to study of higher education; (8) Better educational service to the individual; (9) Student relations and welfare; (10) Improvement of teaching; (11) Interest in student quality; and (12) Intensification of the educational process. The review, covering the biennium 1924-26, shows that higher education in the United States is in a state of flux. The imperative necessity for higher education to readjust itself to the social and economic structure of the Nation is receiving attention, but scientific study and research, now so generally given to details of methods and procedures in higher institutions, are little used in defining the larger objectives and relationships of institutional service. In general, higher education is receptive to changes in method, in content, and in procedure, but little evidence exists of the development of general educational philosophies to which specific problems may be related.
