At present, there is no standard or validated set of social norms indicators for food security and nutrition, and there is a general lack of clear and practical guidance and examples of such indicators for these sectors. Seeking to contribute to filling this gap, this guide will assist with formulating indicators to measure changes in gendered social norms in the context of food security and nutrition. It also offers an initial set of example indicators that programme implementers can draw on to assess social norms change in the context of food security and nutrition programmes. It draws from existing indicators from literature and programme experiences around measuring social norms, including in other sectors, and creates original indicators as well. This guide is designed for programme formulators and implementers, and monitoring and evaluation specialists responsible for creating and implementing M&E frameworks and systems for food security, agriculture and nutrition programmes.
The Compendium is a product of the Joint Programme on Gender Transformative Approaches for Food Security and Nutrition implemented by FAO, IFAD and WFP and funded by the European Union. The compendium of 15 good practices of gender transformative approaches (GTAs) includes the individual templates of the 15 good practices, provides a synthesis of the main features of the 15 GTAs presenting the core characteristics of 15 GTAs and describing the implementation arrangements, implementation cycle, the potential results of GTAs and their key success factors and challenges. It also includes ideas as to how GTAs could be taken to scale. The purpose of the Compendium is fourfold: (i) to take stock and draw lessons from experiences from existing practices of GTAs; (ii) to be a resource for agencies already working with GTAs to identify opportunities for strengthening their GTA work or to link up with complementary interventions; (iii) to provide guidance on how to apply GTAs in any organization or institution working for enhanced food security, nutrition and sustainable agriculture; and (iv) to raise awareness of and advocate for GTAs by showcasing examples of good practices or successful approaches that contribute to positive gender-related and non-gender-related changes towards food security, improved nutrition and sustainable agriculture and rural development.
Most rural women and girls experience multiple disadvantages in their lives, because of systematic gender inequalities. Structural drivers, including discriminatory norms, create and maintain gender gaps in development outcomes. Gender transformative programmes seek to address the underlying structural causes of gender inequalities and transform unequal gender roles and relations. This paper aims to orient the future policy, research and programmatic work of national governments, practitioners and development partners on the adoption of a gender transformative approach (GTA) to social protection to improve results on rural poverty reduction, food security and nutrition. Social protection interventions rarely explicitly address social and gender norms and power dynamics at household level and beyond, but there is a growing demand to understand the potential of social protection policies and programmes to contribute to gender transformative outcomes. This paper critically examines the scope for social protection to be gender transformative and discusses the available evidence on gender transformative impacts of social protection. It also aims to identify how programmes can realistically become more transformative in their objectives, design features and outcomes.

More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. Improving the gender-responsiveness of design and delivery of rural finance interventions through innovative approaches and mechanisms is important for promoting rural women’s economic empowerment. This document highlights practical and actionable approaches from the sector in order to guide the work of practitioners engaging at country level to pursue the above objective. Part I of this Technical Guidance Note provides an overview of the main barriers and constraints that inhibit rural women’s financial inclusion. Part II offers a step-by-step approach to analysing the state of gender equality within a specific country or context, with the purpose of diagnosing potential entry points for interventions that aim to increase rural women’s financial inclusion. It then offers a summary of best practices for addressing the main barriers to rural women’s access to and use of financial services, and offers various case studies to illustrate these best practices in action. The annex contains additional guidance and tools for conducting gender-focused diagnostic assessments and analysis.

In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.
