The worldwide appearance and expression of adult education and lifelong learning have changed significantly during the past 20 years. This book explores recent changes in their related national and international policies, how they intersect with developments in higher education and how they may contribute to debates on citizenship and democracy.
This book demonstrates how processes of globalization (economic, cultural, socio-political) are creating new possibilities and inequities and are thereby creating corresponding roles for adult education and learning in the South (Africa, Asia, South America) that are embedded in multiple political, economic and cultural projects for social change.
The global expansion of participation rates in higher education continue more or less unabated. However, while the concept of lifelong learning has figured prominently in national and international educational policy discourse for more than three decades, its implications for the field of higher education has remained relatively underdeveloped. This book focuses on a particular dimension of the lifelong learning: higher education for those who have not progressed directly from school to higher education. Some will embark on undergraduate programmes as mature students, part-time and/or distance students; others wish to return to higher education after having completed (or not completed) a previous academic programme, while increasing numbers participate in postgraduate and continuing studies for a complex mix of professional and personal reasons. Adopting a comparative and international longitudinal perspective which goes beyond a snapshot view by building on the cases of a core group of ten OECD countries, this timely book investigates the ways in which important new developments impacting on higher education crystallise around the lifelong learning agenda: new technology and open source resources; the changing role of the state and market in higher education; the blurring of public and private boundaries; issues of equity and access in a time of global economic turmoil; the increased emphasis on research and international league tables; the changing nature of the education; and, the complex interaction of international, national and regional expectations which governments and other stakeholders have of universities and other public and private institutions of higher education. While focusing on the situation in Canada, USA, Japan, Australia, New Zealand and a wide variety of European countries, the book also assesses the issues from the perspective of developing countries. Adopting a social action perspective, this book is an assessment of where adult education now stands in the world. It argues that the purposes and rationale of adult education need to be reconceptualised for it to become an effective agent of change.
The volume presents research that emerges from the 9th international Adult Education Academy (2022), which brings together researchers, students and practitioners from around the world to share perspectives comparatively. More than 80 participants from almost 20 different countries have exchanged, compared and expanded their individual knowledge and experience on adult learning and education. This volume consisting of eight contributions (including one fundamental article beforehand) assumes that globalisation affects national, regional and local levels of adult learning and education. Transformational relations are observed and analysed through the lens of participation, sustainability and digitalisation. All contributions apply an international comparative research approach to empirically investigate these areas with their upcoming needs. This approach takes place under consideration of comparison as a research method which not only grounds on a long tradition and relies on a set of rules and techniques, but also on an inner attitude and sensitivity with which we look at the world and its global needs while trying to understand.

Adult and Lifelong Education explores why politicians, researchers, and practitioners involved in educating post-school young people and adults have quietly abandoned the term ‘education’ in favour of ‘learning’. Bringing together contributions from experienced as well as younger scholars, and from Europe, North America, and Australasia, it draws on global, national, and local perspectives to reveal key features of adult education’s policy environment. At the book’s heart are three main concerns. First, what is the spatial reach of these developments, and what processes of fluidity and fixity emerge? Second, does increased state and international recognition of civil society’s role in adult education and learning help to voice grass-roots learning needs for individuals and communities? Or does it create new patterns of dependency and ‘domestication’? Finally, given the growing culture of monitoring, and the investment – of money, time and attention – which international organizations, national governments, and research institutes around the world are making in gathering information on people’s skills and knowledge, and how they use them, what is happening when literacy, numeracy, and problem-solving abilities are tested? How is this knowledge used – and abused – in various policy environments, and who benefits? The book is an outcome of the work of the European Society for the Research on the Education of Adults (ESREA) Research Network on Policy Studies in Adult Education’s inaugural conference, held at the University of Nottingham in 2012. 'Globalization' has become a key shorthand for describing some of the important changes affecting daily life in all parts of the world. Adult educators and trainers are grappling with the impacts of changing social relations in the economic, political, social, cultural and environmental spheres. There is particular concern for the majority of people who are poor, live in rural areas or urban slums and are marginal to decision making in their societies. This book is a collection of critical reflections on adult education and training which have traditionally had strong demarcation lines between them. A wide range of education and training strategies in different sites of practice, including civil society organisations, the workplace, and state institutions, are explored in both theory and practice. Important examples are given of practices which are challenging the dominant relations where human capital is emphasised before human values.
This book focuses on two of the most cited figures in the debate on radical education - Antonio Gramsci and Paulo Freire. Both regarded forms of adult education as having an important role to play in the struggle for liberation from oppression. In this book Peter Mayo examines the extent to which their combined insights can provide the foundation for a theory for our own times of transformative adult education. He focuses on three aspects of the pedagogical process in particular -- social relations, sites of practice and the content of adult education. He analyses their ideas and identifies some of the limitations in their work, notably the critical issues of gender and race which they do not address. The book concludes with a seminal attempt at synthesising their ideas in the context of other adult educators' more recent contributions in order to develop a theory of transformative adult education, including an assessment of its feasibility in the era of globalization and neoliberalism.
