Excerpt from Thirty-Sixth Annual Report of the State Board of Health of Massachusetts The following report covers the work of the State Board of Health for the year ended Sept.30, 1904. In the field of water supply and disposal of sewage, it covers the work performed during the year ended Dec.31, 1904; and in that of production of diphtheria antitoxin and of laboratory diagnosis, only that done during the six months ended Sept.30, 1904, the preceding six months' work having been reported upon in the report of the Board for the year 1903. It is intended in future to report the work done by all of the departments up to a common date, namely, September 30. As in other years, a condensed account of the work performed is given in the first part, paged in Roman numerals, and fuller details are presented in the second part, paged in Arabic figures. On Oct.22, 1904, Dr. Samuel W. Abbott, secretary of the Board, died at his home in Newton. The following tribute to his memory was spread upon the records of the Board: - Samuel Warren Abbott, M. D., was appointed health officer of the State Board of Health, Lunacy and Charity on Dec.2, 1882. Upon the re-establishment of the Board of Health in 1886 he was elected secretary and executive officer of the Board. Throughout all these years, and until his death on Oct.22, 1904, he was the able, devoted and untiring officer of a service to which he gave, with enthusiasm, the best years of his life. His capacities in the preparation and discussion of vital statistics were everywhere acknowledged by the masters of the subject, and there was no department of public hygiene which had so great an attraction for him, but he neglected none of the essentials in the administration of the laws for the protection and promotion of the public health. He gave his early years to the perilous service of his country in time of war, and spent his later years in an equally determined struggle for the safety of the lives of his fellow men.
