This report presents the results of the evaluation of the five alternatives of the first-generation traffic control strategy for the computerized Urban Traffic Control System and Bus Priority System in Washington, D.C. The five control alternatives evaluated are: District 3-dial, time-of-day, traffic responsive, critical intersection control, and bus priority. They were evaluated to assess their relative impact on traffic during typical weekday morning, midday, and evening periods.
