On 2 and 3 December 2021, the European Commission, in partnership with the European Disability Forum, hosted its annual conference to celebrate the European Day of Persons with Disabilities. The 2021 edition of the conference was held online. It brought together more than 400 politicians, high- level experts and disability advocates to discuss current challenges, specifically in access to healthcare and in the digital transformation. The conference also focused on the experiences and needs of children with disabilities. Across Europe, persons with disabilities still face considerable barriers in their daily life: - 4 times more persons with disabilities report unmet healthcare needs than those without disabilities; - Only 64% of persons with disabilities have an internet connection at home, compared to 88% of persons without disabilities; - Over 1 in 5 young people with disabilities leave school early, compared to 1 in 10 of those without disabilities. As pointed out in the new EU Strategy for the Rights of Persons with Disabilities 2021-2030, it is important to scale up action to remove obstacles for the full and equal participation of persons with disabilities in society. Several solutions and initiatives were discussed to remove barriers and create equal opportunities for persons with disabilities. The conference provided an opportunity to exchange knowledge and ideas on how different stakeholders can work together towards a Union of Equality. This report summarizes the key messages and challenges highlighted during the European Day of Persons with Disabilities 2021 conference (EDPD2021) by the different speakers.

The European Day of Persons with Disabilities (EPDP) Conference took place in Brussels on 24 and 25 November 2022, bringing together disability stakeholders and advocates, policymakers, and high-level experts from across the European Union. Exchanging knowledge, sharing experience, getting to know each other and reconnecting following the Covid-19 pandemic were key elements of the event. A ceremony for the 2023 Access City Award, which recognises and celebrates cities' actions to become more accessible to persons with disabilities, was held at the end of the Conference. Key statistics that give an indication as to the scale of the challenge faced include the fact that almost 1 in 3 persons with disabilities is at risk of poverty (compared with 1 in 5 for persons without disabilities) and the persistent disability employment gap (23% last year). These are compelling reasons to continue working on the rights of persons with disabilities and creating fora such as the EPDP to raise awareness about the challenges. The annual European Day of Persons with Disabilities Conference which was held in Brussels on the 7th and 8th of December 2015 was a landmark event for a number of reasons including that it was the largest yet in terms of attendance. Taking the theme of 'Growing together in a barrier-free Europe', the event recognised and celebrated the achievements of young people with disabilities across the EU and explored how remaining barriers to full inclusion could be removed. Acknowledgement that children and young people with disabilities have a fundamental right to be full participants in society on an equal basis with their fellow citizens and that their voices, input and direct participation should be central to all efforts to achieve inclusion, was paramount throughout the two days. Co-organised with the European Disability Forum, the conference is part of wider efforts by the EU to promote mainstreaming disability issues in line with the UN Convention on the Rights of Persons with Disabilities (UN CRPD) to which the European Union is a party, and also the EU Disability Strategy 2010-2020. The conference saw a diverse rotation of informative, passionate and thought-provoking presentations by panellists, many of whom were children and young people describing their personal experiences and their efforts as advocates and activists. Comments and questions from the conference floor and discussions involving delegates and speakers were an integral part of activities. The event was attended by a variety of individuals, families and organisations. Among these were NGO's, youth organisations, EU policy-makers and charities. There was also a broad array of both disabled and non-disabled people from numerous countries. The event was live-streamed to an international audience.

On 3-4 December 2018, the annual conference celebrating the European Day of Persons with Disabilities (EDPD), organised by the European Commission together with the European Disability Forum (EDF), took place in Brussels, Belgium. Similarly to previous years, the event brought together politicians, high-level experts and self-advocates to discuss the challenges, solutions and projects that are being implemented to improve the lives of persons with disabilities. This was the first year that the European Union (EU) and all Member States ratified the United Nations (UN) Convention on the Rights of Persons with Disabilities (CRPD, or the Convention), following Ireland’s ratification of the Convention earlier this year. The EDPD is part of the EU’s wider efforts to promote the mainstreaming of disability issues and to raise awareness of the everyday challenges faced by persons with disabilities. This year, the EDPD focused on three important topics: the potential shape of the next European Disability Strategy; the possible ways to implement a new European Disability Strategy, notably in the context of the next Multiannual Financial Framework; and the accessibility of European cultural heritage to persons with disabilities. More broadly, topics that featured prominently emphasized the continued social exclusion of persons with disabilities in employment and education, including those with learning disabilities, plus the many and various barriers remaining in the way of full participation in all aspects of political systems. Over the last three decades, a number of reforms have taken place in European social policy with an impact on the opportunities for persons with disabilities to be full and active members of society. The policy reforms have aimed to change the balance between citizens’ rights and duties and the opportunities to enjoy choice and autonomy, live in the community and participate in political decision-making processes of importance for one’s life. How do the reforms influence the opportunities to exercise Active Citizenship? This volume presents the findings from the first cross-national comparison of how persons with disabilities reflexively make their way through the world, pursuing their own interests and values. The volume considers how their experiences, views and aspirations regarding participation vary across Europe. Based on retrospective life-course interviews, the volume examines the scope for agency on the part of persons with disabilities, i.e. the extent to which men and women with disabilities are able to make choices and pursue lives they have reasons to value. Drawing on structuration theory and the capability approach, the volume investigates the opportunities for exercising Active Citizenship among men and women in nine European countries.
