This book explores key elements of European Union (EU) engagement with the Belt Road Initiative (BRI), drawing on the expertise of leading practitioners and scholars of EU-China relations. Under the theme of discerning the BRI and its nexus with the EU, chapters examine the nature of the BRI as China’s approach to global governance and consider how BRI intersects with the EU as a very different regional integration project. Under the theme of BRI factors in EU law and policy, chapters examine the BRI as a factor in specific domains of EU law and policy, including investment, finance, the environment and the COVID-19 pandemic and consider EU responses. Under the theme of EU Member State experiences, chapters present a series of case studies of individual Member States, their engagement with the BRI and ongoing policy debates. One of Chinese president Xi Jinping's signature foreign policy programs is the Belt and Road Initiative (BRI), a web of infrastructure development plans designed to increase Eurasian economic integration. Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.
This paper will go through three examples of recent BRI investments, namely the investments in the Port of Piraeus, the Budapest-Belgrade Railway and the European 5G network, to illustrate the risks and policy challenges created for the transatlantic partners. In doing so, it will be argued that while each of these projects were met with some European criticisms, a better coordinated and more comprehensive U.S.-EU counterapproach to the BRI is needed to prevent further dependence relationships, which could lead to larger political, economic, and security crises as the implications of the war in Ukraine painfully demonstrate in the energy space.
